The Ministry of Education and Training announced a draft Decree regulating salary policies and allowances for teachers to collect comments.
In particular, the principles of implementing the allowance regime for teachers are clearly stipulated in Article 6 of the draft Decree:
1. Teachers are entitled to preferential allowances according to their profession, seniority allowances for teachers and other allowances according to the provisions of law. The beneficiaries of allowances, the allowance level, and the method of calculating allowances shall comply with the provisions of law and the provisions of this Decree.
2. Teachers who are transferred or seconded from one public educational institution to another are entitled to allowances applicable to the educational institution where teachers are transferred or seconded.
In case of transferring teachers between educational institutions where the allowances applied at the educational institution where they are going are higher than the educational institution where they are going, teachers are allowed to retain the allowances they are entitled to before transferring or seconding for a maximum period of 36 months according to the time of transfer or secondment, after that time the allowances will be considered to rearrange the allowance regime to suit the work and work area.
In case of transferring teachers from public educational institutions to educational management agencies where the allowance levels applied at educational institutions are higher than the educational management agency, teachers will have their salary and allowances reserved and enjoyed before transfer for a period of 12 months, after which time will be considered to rearrange the salary level and allowance regimes in accordance with the current job position;
3. Teachers working in sectors and fields with special allowance regimes are entitled to additional special allowances according to the regulations of that sector and field.
4. In case the administrative unit where the educational institution is operating is granted a competent authority to change the type of administrative unit and classify the old administrative unit to receive higher allowances, the teacher working at that educational institution will continue to receive these allowances for a period of 06 months from the date of the decision to classify the new administrative unit by the competent authority.
5. Principals, vice principals, directors, and deputy directors of educational institutions with multiple levels of education or multiple training levels are entitled to allowances for the level of education or training level with the highest allowance level.
6. Teachers assigned to concurrently hold jobs with responsibility allowances are entitled to the total responsibility allowances for those concurrent jobs; the number of concurrent tasks is implemented according to the provisions of law.
7. For educational institutions with many schools or branches, principals and directors are entitled to allowances at the school or branch with the highest allowance level; vice principals and deputy directors are entitled to the highest allowance level among the schools or branches assigned to them.
Teachers assigned to teach at many schools or branches are entitled to school allowances or branches with more actual teaching periods or standard teaching hours per month (including the number of periods converted, reduced or fully calculated according to regulations).
In case the number of actual teaching periods or standard teaching hours are the same in the month, teachers will receive a higher allowance.
The draft Decree is allowed for comments until November 9, 2025.
