The Ministry of Education and Training issued Circular No. 15/2026/TT-BGDĐT on the charter of primary schools, secondary schools, high schools, and general schools with multiple levels of education.
From this 2026-2027 school year, issues related to the rights, standards, and tasks of principals will be applied according to the provisions of this Circular.
According to Article 10 of the circular, the principal of a general education school is an educator holding the position of educational institution management official, responsible for organizing, managing, operating activities and ensuring the quality of education of the school; responsible for personal accountability before competent authorities and the law on the quality of education, school safety and school activities;
The term of office of a high school principal is 05 years. Principals hold positions at a public school for no more than two consecutive terms; cases for remote, isolated, and areas with particularly difficult socio-economic conditions are considered and decided by the competent authority for appointment;
The principal will have to perform tasks such as: Organizing the development of the school's strategic development plan, which identifies the vision, mission, core values and school development planning; school organization and operation regulations; school education plan, school year task plan and implementation organization;
Build and organize the school apparatus according to the provisions of Article 8 of this Charter; appoint team leaders and deputy team leaders; decide to appoint teachers to be in charge of the Ho Chi Minh Pioneer Youth Team according to the provisions of law.
The principal is also responsible for reporting and evaluating the results of the school's education plan to competent authorities;
Implement the receipt, signing of contracts, assignment of tasks, inspection, evaluation, training, fostering, commendation, discipline and regimes and policies for teachers, management staff of educational institutions, and educational support personnel according to regulations...
Also according to Circular No. 15, principals exercise the rights and obligations of teachers according to the provisions of the Law on Teachers and the following rights and obligations:
Being allowed to implement educational management contents when decentralized and authorized;
To enjoy preferential allowances for teachers and preferential policies as prescribed;
Implement the regulations on democracy and accountability of heads of educational institutions in the organization of school activities;
Implement public disclosure to schools and society in accordance with the law;
Treat teachers, management staff of educational institutions, and educational support personnel under management with fair and equal treatment in operation and professional development;
Promoting the construction and development of a safe, democratic, innovative, and creative educational environment.
In addition to the regulations in Circular No. 15, in the context of arranging the network of educational institutions, the Ministry of Education and Training also issued Official Dispatch No. 5555/BGDĐT-GDPT detailing the organization and operation of public general education institutions after arrangement.
