From the 2026-2027 school year, the standards, rights, tasks and responsibilities of vice principals of general schools are implemented according to new regulations in Circular No. 15/2026/TT-BGDDT of the Ministry of Education and Training on promulgating the Charter of primary schools, secondary schools, high schools and general schools with multiple levels of education.
According to Clause 2, Article 10 of the circular, the vice principal is responsible for managing and operating the work assigned by the principal; performing tasks within the assigned and authorized scope and being responsible for the results of implementation;
The person appointed as vice principal of the general education school must meet the standards specified in Clause 3 of this Article and in accordance with the law;
The term of office of the vice principal of the general education school is 05 years;
According to the circular, the tasks of the vice principal are to manage the work assigned or authorized by the principal; Participate in activities with professional groups; self-study and self-training to improve professional competence and management capacity; participate in teaching according to regulations on lesson norms for vice principals.
The Vice Principal has the following rights and obligations: Exercise the rights and obligations of teachers as prescribed in the Law on Teachers and perform other rights and obligations as prescribed by relevant laws; enjoy preferential allowances for teachers and preferential policies as prescribed. At the same time, they must be responsible to the Principal, competent authorities and the law for the assigned management tasks.
Regarding standards, the vice principal of a general education school must meet the standard training level of a teacher for the level of education according to the provisions of the Law on Teachers; have taught for at least 5 years (or 4 years for mountainous, island, highland, remote, ethnic minority areas, areas with particularly difficult socio-economic conditions); or have a total teaching and working time at an educational management agency of at least 5 years;
In the context of merging and arranging schools, to guide schools to organize activities in the new context, the Ministry of Education and Training issued official dispatch No. 5555/BGDĐT-GDPT detailing the organization and operation of public general education institutions after arrangement.
Appendix II of the official dispatch details the powers and tasks of the vice principal after school merger.
Accordingly, the vice principal performs tasks according to the assignment and authorization of the principal; is assigned to be in charge of the field, level of education, branch or area suitable to the scale, organizational structure and management requirements of the school.
The Vice-Rector is arranged at the branch to directly organize and manage activities at the branch according to assigned and authorized tasks; coordinate with vice-rectors, professional groups, office groups and related departments to ensure unified operation throughout the school.
The Vice Principal assigned to be in charge of school sites or school clusters must organize coordination, monitoring, and handling regular work in the area according to assigned tasks; this assignment does not give rise to independent titles, apparatus, or management authority at the school site.
