The Ministry of Public Security has just announced a draft Circular regulating the management of student education in People's Public Security academies and schools.
In particular, Article 10 of the Draft Circular proposes the following cases for students to drop out of school:
Principals decide to let students drop out of school in one of the following cases (except for cases of disciplinary action forcing them to drop out of school or revoking the title of People's Public Security as prescribed in this Circular):
1. For students who are citizens of high school graduation, citizens of university graduation or higher from schools outside the Public Security sector: Students have submitted applications for dropping out of school, the Principal decides to let students drop out of school, notify the People's Committee of the commune where the preliminary admission is held and the student's family.
2. For students who are non-commissioned officers or active soldiers who have not yet transferred to professional service: Students who have submitted an application for dismissal, the Principal decides to let the student drop out of school, notify the police of the unit or locality where the initial admission is held to implement the regime and policies according to regulations.
3. For students who are officials going to school: Based on the student's application for dismissal and the written consent of the unit or locality police sending them to school, the Principal decides to dismiss them, and informs the unit or locality police sending them to school. The police of the unit or locality are responsible for responding to the settlement of the student's request for dismissal within 07 days from the date of receipt of the student's request statement or the school's communication document on the settlement of the student's request for dismissal. In case the student has a decision to be discharged from the army, the Principal decides to let him/her drop out of school and notify the police of the unit or locality to send him/her to school.
4. For students who are sick or have an accident and have been treated at medical facilities, when discharged from the hospital, the Principal will base on the conclusion of the competent health agency to resolve the dismissal if they do not meet the health standards to continue studying and practicing. The notification to the commune-level authorities, the police of the unit and locality for preliminary selection and sending to school shall be implemented according to Clauses 1, 2, 3 of this Article for each subject.
