Many businesses delay paying social insurance
According to a report by Thanh Hoa Provincial Social Insurance (BHXH), the situation of late payment of social insurance, health insurance (BHYT), and unemployment insurance (BHTN) as of the first quarter of 2026 in the province is still complicated.

As of the end of February 2026, the whole province has a total of 1,849 units that have been late in paying social insurance, health insurance, and unemployment insurance for 3 months or more, with a total debt of more than 456 billion VND. Of which, the block of enterprises, cooperatives and individual business households is 1,845 units, with a late payment amount of more than 455 billion VND, accounting for 99.781% of the total debt from 3 months or more.
Typically, some businesses are slow to pay for a long time, with large amounts such as: Hancorp Construction Joint Stock Company No. 2 (delayed 161 months, debt of 42.9 billion VND); FLC SAMSON GOLF & RESORT Co., Ltd. (delayed 52 months, debt of 38.1 billion VND); Thanh Hoa Shipbuilding Industry One Member Co., Ltd. (delayed 104 months, debt of more than 19.2 billion VND); Song Da 4 Joint Stock Company Branch (delayed 92 months, debt of more than 12.6 billion VND); Licogi 15 Joint Stock Company (delayed 164 months, debt of nearly 12 billion VND); Van Ha Garment Joint Stock Company (delayed 12 months, debt of more than 10 billion VND).
Also according to Thanh Hoa Provincial Social Insurance, currently some businesses no longer have transaction offices, do not operate production and business in the locality but still have large debts, such as: Construction Joint Stock Company No. 5, Song Da 4 Joint Stock Company Branch.
Will prosecution be initiated for delaying social insurance contributions?
The fact that units are slow or delay paying social insurance, health insurance, and unemployment insurance has greatly affected the rights of union members and workers, especially in the implementation of welfare regimes and medical examination and treatment.

Regarding the late payment of social insurance, at the dialogue between Thanh Hoa provincial leaders and workers (held on May 16), officials, union members and workers also reflected this situation.
Mr. Le Van Hien - Chairman of the Trade Union of FLC Sam Son Golf Co., Ltd. - stated: Currently, the situation of some businesses in the province being slow to pay social insurance with large amounts and for a long time has affected the legitimate rights of workers, posing a potential risk of social insecurity.
Faced with this situation, what solutions do the province and functional sectors have to handle it, especially in implementing the provisions of the Law on Social Insurance, the Penal Code, and applying guidance according to Official Dispatch No. 5659/BCA-CSKT dated December 15, 2025 of the Ministry of Public Security on criminal prosecution of violating businesses.
Representatives of Thanh Hoa Provincial Social Insurance said that in the coming time, they will continue to coordinate with sectors and localities to strengthen urging collection and payment, publicize the list of late-paying businesses on mass media and establish an inter-sectoral working group to work directly with businesses showing signs of social insurance debt and evasion.
For cases of intentional violations, the Social Insurance agency will coordinate with the Police, Inspectors and related units to verify and strictly handle them according to legal regulations, including considering criminal handling if there is sufficient basis.
