It is necessary to maintain the model of commune, ward and special zone trade unions
Nearly 70 union officials of communes, wards, special zones and the Area Management Working Group under the Ho Chi Minh City Labor Federation participated in the Workshop to collect opinions on the model of commune, ward, and special zone unions organized by the Vietnam General Confederation of Labor in Ho Chi Minh City on October 28.
The workshop was chaired by Mr. Tong Van Bang - Member of the Presidium, Head of the Labor Relations Department, Vietnam General Confederation of Labor, Mr. Nguyen Van Bac - Head of the Trade Union Work Committee of Vietnam General Confederation of Labor.
Speaking at the opening of the workshop, Mr. Tong Van Bang said that this amendment to the Charter of the Vietnam Trade Union is very necessary to comply with the Constitution, the amended Trade Union Law, related laws, and the two-level local government model.
In particular, with the current model of commune, ward and special-zone trade unions, there are still problems due to actual conditions on conditions for establishing trade unions, staffing targets, functions and tasks are temporarily regulated on organizational structure and finance. Therefore, it is necessary to have opinions from the practical activities of commune, ward and special zone trade unions to contribute to the draft charter.

Many opinions of trade union officials at the workshop reflected the current practice of trade union activities in communes, wards and special zones, in which it affirmed the necessity of this model, and at the same time proposed to soon regulate and provide detailed instructions on the activities of trade unions in communes, wards and special zones.
The local management working group is closer to the area, closer to workers
The workshop also heard a report on the model of the Area Management Working Group of the Ho Chi Minh City Labor Federation.
Mr. Phung Thai Quang - Vice Chairman of the Ho Chi Minh City Labor Federation - said that the Ho Chi Minh City Labor Federation has decentralized to commune, ward and special union management zones under 1,000 union members, with the grassroots unions with over 1,000 union members of the Ho Chi Minh City Labor Federation directly managing through the model of the Area Management Working Group with 10 tasks. At the same time, this working group also directly manages grassroots unions in export processing and industrial zones in the city.
After 4 months of operation, the Area Management Working Group has carried out the task of being closer to the area, closer to workers, contributing to promptly detecting many problems in labor relations, organizing and caring for union members and workers quickly and promptly, and providing better in-depth support to grassroots unions in export processing and industrial zones of Ho Chi Minh City.

However, the model of the Area Management Working Group is currently being organized in a temporary form, without regulations on legal position, functions, powers and coordination mechanisms with trade unions at all levels, leading to inconsistent implementation of tasks at the grassroots level, lacking binding legality.
The number of ward, commune trade unions, grassroots trade unions and union members under delegation of management is large but the arrangement of cadres is not enough, one cadre has to concurrently hold many tasks, making the monitoring, synthesis and in-depth consultation limited...
The workshop heard a report on the model of trade unions in communes, wards and special zones in the draft Charter of Vietnam Trade Union (amended and supplemented) on the conditions for establishment, types, forms of organization, order, procedures for establishment, dissolution, tasks and powers of trade unions in communes, wards and special zones.
Accordingly, the Commune, Ward and Special Zone Trade Union was established when there are 1,500 union members and 10 trade unions of public service units, enterprises, cooperatives, cooperative unions, and grassroots trade unions in communes, wards and special zones recognized by the provincial and municipal labor federations.
Commune, ward and special- zone trade unions manage and guide trade unions of public service units, enterprises, cooperatives, cooperative unions, and grassroots trade unions in communes, wards and special-zone areas to operate according to the Charter of the Vietnam Trade Union.
