On December 25, in Dong Hoi ward (Quang Tri province), the Quang Tri Provincial Labor Federation held the first session of the Quang Tri Provincial Trade Union Congress.
At the congress, delegates elected the Presidium, Secretariat, and Delegation for the Revision of Delegation status; approved the program and working regulations; reported the results of the review and voted to recognize the status of delegate to the congress.
A key content of the meeting is to report on the synthesis of comments on amending the Charter of the Vietnam Trade Union and participate in the political report of the 14th Congress of the Vietnam Trade Union. The opinions focus on innovating the organizational model, perfecting the trade union system at all levels, clarifying the position and functions of trade unions in the context of restructuring the apparatus and digital transformation.
Delegates highly agreed with the draft amendment to the Charter of Vietnam Trade Unions, including the proposal to change the name of the leading agency from "Chairman's Committee" to "Standing Committee"; adjust the structure of the Charter to 10 chapters and 47 articles; supplement regulations related to special trade unions, commune, ward and special-zone trade unions; reduce the rate of union fee payment from 1% to 0.5% of salary as the basis for social insurance payment.
Delegates also contributed in-depth comments to the political report of the 14th Congress of the Vietnam General Confederation of Labor, suggesting clarifying the results of caring for union members and workers; improving the effectiveness of the emulation movement "Good workers, creative workers"; enhancing dialogue, collective bargaining...
In addition, many recommendations were proposed to perfect the trade union organization model, especially the operating mechanism of trade unions at the commune and ward levels; policies to support grassroots trade union cadres and solutions to develop union members in the non-state sector.
Also at the first session, the congress listened to presentations from grassroots trade unions, including presentations on improving the effectiveness of propaganda coordination between press agencies and trade union organizations; solutions to improve the quality of care for the lives, material and spiritual needs of union members and workers; improve the quality and effectiveness of the green, clean and beautiful emulation movement, ensure occupational safety and hygiene...
The Congress also disseminated some contents in preparation for the second session held on December 25 and organized an incense offering ceremony to commemorate President Ho Chi Minh, paying tribute to the heroic martyrs.
