Social security for all
The right to participate in social insurance has been expanded to employees of all economic sectors; the type of "Supplementary pension insurance" has been applied to diversify insurance products and services and meet people's needs; the policy of supporting social insurance contributions for employees participating in voluntary social insurance depends on socio-economic development conditions and the State budget capacity of each period...
In particular, the authorities proactively integrate internationally in the field of social insurance through regulations that foreign employees working in Vietnam are subject to compulsory social insurance; promote the application of information technology, reform administrative procedures to make them public, transparent, and facilitate participation and enjoyment of social insurance regimes.
“The unemployment insurance policy expands the scope of participants and adds a risk prevention policy for participants. In addition to performing the function of ensuring social security, compensating a part of the income of employees when they lose their jobs or terminate their labor contracts, unemployment insurance is also a policy associated with policies to support job creation, vocational training, and employment services…” - Ms. Lan Huong said.
Coverage of occupational accident and disease insurance has been enhanced; social protection policies have been constantly supplemented and amended to suit the socio-economic development conditions of the country, gradually approaching the world's social assistance development trend.
Comprehensive support for the poor
To date, Vietnam has institutionalized the Party's viewpoints into relatively comprehensive poverty reduction policies to support the poor, poor households, and poor regions.
The Prime Minister has issued a series of decisions and documents related to poverty standards applicable to each period; approved socio-economic development programs for extremely disadvantaged communes in mountainous ethnic minority areas in each period... In which, the main current poverty reduction policies and measures include: Regular poverty reduction policies (preferential credit; policies to support production, production land and afforestation; vocational training and job creation policies; housing and domestic water policies; education and training policies; health policies...); poverty reduction programs (support programs for ethnic minority areas such as Program 135, Program 30a...).
Social assistance policies are implemented promptly, adjusted and supplemented in the direction of expanding the beneficiaries; at the same time, the subsidy standard is also adjusted to increase according to the State budget capacity. Before July 1, 2024, the social assistance standard is 360,000 VND/month, from July 1, 2024, the social assistance standard is 500,000 VND/month.
Poverty reduction policy has achieved many successes, recognized and highly appreciated by the international community.
According to the Ministry of Labor, Invalids and Social Affairs, the poverty rate decreased rapidly from 9.6% in 2012 to 4.25% in 2015. The poverty rate according to the multidimensional poverty standard in 2024 will be below 1.9%, a decrease of over 1%; the poverty rate of ethnic minorities will be below 13.5%, a decrease of over 3%.
Consolidate the pillar of peace, improve life
Ms. Lan Huong emphasized that to ensure sustainable social security, it is necessary to have comprehensive solutions, improve the capacity to respond to natural disasters and epidemics, especially invest in resources from the grassroots. At the same time, it is necessary to well implement the pillars of social security such as social insurance, health care, unemployment; social protection, sustainable poverty reduction; develop jobs, improve income and skills for workers, and link social security with sustainable economic growth.
