The National Assembly voted to pass Resolution 159/2024/QH15 on the state budget estimate for 2025.
Pursuant to Article 3 of Resolution 159/2024/QH15, the National Assembly officially resolved that in 2025, salaries for the public sector will not be increased.
This means that the basic salary remains at the current level.
Pursuant to Clause 2, Article 3 of Decree 73/2024/ND-CP, the current basic salary is 2.34 million VND/month.
Pursuant to Point a, Clause 1, Article 5 of Decree 204/2004/ND-CP, the police force is currently applying the following two salary scales:
Salary scale of military ranks of people's army officers; officers and non-commissioned officers of people's police.
Salary scale of professional soldiers of the people's army and technical specialists of the people's police.
Pursuant to Circular 41/2023/TT-BQP, public security officers' salaries are calculated using the formula:
Salary = Basic salary x Salary coefficient.
Therefore, the entire 2025 military and police salary table details the basic salary of 2.34 million VND/month as follows:

Note, the above salary is based on basic salary excluding other allowances and subsidies.
According to Article 4 of Resolution 159/2024/QH15, the National Assembly assigned the Government to direct relevant ministries and agencies to study and propose continuing to adjust public sector salaries in case the socio-economic situation in 2025 is more favorable and resources are balanced, and report to competent authorities for consideration and decision.
Resolution 27-NQ/TW in 2018 builds 3 new salary scales for the police army:
1 salary table for military officers, police officers and non-commissioned officers (according to position, title and military rank or grade);
1 salary table for professional military personnel, police technical specialists;
1 salary table for defense workers and police workers (in which the salary correlation between armed forces and administrative civil servants is maintained as at present).
If nothing changes and the situation is suitable, after 2026, the Central Government will consider and propose the implementation of 5 new salary scales and 9 new allowance regimes in the public sector.
If approved, the military police will develop three new salary tables according to job positions, titles and leadership positions to replace the two current salary tables stipulated in Point a, Clause 1, Article 5, Decree 204/2004/ND-CP.
