Ms. Nguyen Thi Suong Mai - former Deputy Head of the Inspection Committee of the Party Committee of Ward 13, the old Tan Binh District (now working at the Party Committee of Tan Binh Ward) - with more than 11 years of experience in many positions such as Ward Youth Union Secretary, Deputy Head of the Party Committee Inspection Committee, shared: "When I heard about the policy of receiving non-professional workers into civil servants, I was really happy because it opened up expectations for us. This is a valuable opportunity for people like me, who have persistently served and contributed over the years but have not yet had a clear staffing regime. Ms. Mai said that she has a Bachelor's degree in Law and always completes her tasks well.
The case of Ms. Trinh Thi Thuy Ngan (born in 1981) currently working at the Vietnam Fatherland Front in Tan Binh ward is even more special. With 17 years and 10 months of compulsory social insurance contributions and having held the position of Vice Chairman of the Vietnam Fatherland Front Committee of Ward 13, the old Tan Binh District, Ms. Ngan has two university degrees (Loc and Accounting), an intermediate level in politics, and is a single mother raising a young child.
When she heard the news of the termination of her duties to reorganize the apparatus, she was confused and wanted to quit to find another job because she could no longer afford to worry about the finances. However, when Decree 170 was issued, Ms. Ngan emotionally withdrew her petition: I was really moved to see that the State had timely and humane policies. I hope to be considered a civil servant to continue serving in the political system, where I have spent nearly 20 years of dedication and striving.
Mr. Nguyen Thanh Huan (born in 1981) has worked continuously for 18 years in Ward 12, the old Tan Binh District, and has held many important positions such as Deputy Commander of the Ward Military Command, Party Committee Office, full-time Vice Chairman of the Vietnam Fatherland Front Committee of the ward.
His family has three young children, and his wife does not have a stable job, so they are very worried about the future. Mr. Huan is currently assigned to work at the Vietnam Fatherland Front Committee of Bay Hien Ward. Mr. Huan hopes to be considered for recruitment as a commune-level civil servant, not only as a recognition but also as a motivation for him to continue to contribute.
Highly appreciating the capacity of part-time workers
Mr. Tran Sinh Hung - Standing Deputy Secretary of the Tan Binh Ward Party Committee - highly appreciated the team of part-time workers in the ward.
This is a mostly young force, trained in basic skills, with a high sense of responsibility, dynamism, and openness, always ready to accept and complete tasks without worrying or comparing. They are people who are knowledgeable about the area, attached to practice, have many jobs and close relationships with the political system at the grassroots level and people in residential areas" - Mr. Hung emphasized.
Mr. Hung hopes that the authorities will consider and evaluate objectively and fairly in accordance with the spirit of Decree 170 to create conditions for non-professional workers who are eligible to be considered for transfer to ward and commune-level civil servants, in order to stabilize the team and inherit the dedicated force at the grassroots level.
Decree 170/2025/ND-CP details the policy of streamlining the apparatus to be more efficient and efficient, while ensuring the rights of dedicated workers. According to regulations, part-time workers at the commune level who have worked for 5 years or more, paid compulsory social insurance, have appropriate expertise and do not violate discipline will be considered for admission to civil service, based on the payroll and needs. The Ministry of Home Affairs also requires a final solution to the regime for workers when reorganizing the apparatus, avoiding the emergence of hot spots in the locality.
