Decree 103/2025/ND-CP stipulates a number of policies for core defense industry establishments, core security industry establishments and regimes and policies for employees in core defense industry establishments, core security industry establishments.
In which, the policy for leading experts and scientists is based on Article 20.
Article 20. Policy for leading experts and scientists
1. Experts are entitled to policies as prescribed in Clause 1, Article 66 of the Law on the Law on the Defense Industry, Security and Industrial Mobilization; policies to attract and promote talented people as prescribed by relevant laws and the following policies:
a) Enjoy the policies for employees as prescribed in Chapter III of this Decree;
b) Enjoy the regime and policies of the person appointed to the title of scientific research, the title of technology according to the provisions of law on scientific, technological and innovation activities; be given priority to implement the program and project of science and technology on the development of weapons, technical equipment with special strategic significance, and technical and professional means;
c) Being considered and appointed to a job position commensurate with the assigned capacity and tasks;
d) Priority is given to public housing in cases where there is no private housing or there is a private housing but it is more than 30 km from the workplace. In case public housing cannot be arranged but has to be rented, housing rent will be supported or housing purchase loans will be borrowed in installments according to the guarantee of the agency or organization from the Social Policy Bank with preferential interest rates according to the Government's regulations and will be given the highest priority among the group of cadres, civil servants and public employees eligible to buy social housing according to the provisions of law. Procedures for proposing support for housing rental for experts according to the provisions of the law on the state budget;
d) Enjoy vacation policies according to regulations and laws on attracting talented people;
e) Experts under the management authority of core defense industry establishments and core security industry establishments are entitled to receive salaries based on work completion results, the total monthly allowance does not exceed the salary level prescribed in Article 19 of this Decree when performing assigned tasks for defense and security production using the state budget.
2. Leading scientists and general engineers are entitled to policies as prescribed in Clause 2, Article 66 of the Law on National Defense, Security and Industrial Mobilization and the following policies:
a) Enjoy the policies specified in Clause 1 of this Article and the policies on attracting and valuing military talent for the Vietnam People's Army, attracting and valuing talent for the People's Public Security according to the provisions of relevant laws;
b) Receive the core defense industry facility, core security industry facility is an enterprise that supports personal income tax. This support is calculated as a reasonable and valid cost for the enterprise.
