Specifically, Point b, Clause 1, Article 25 of Decree 147/2025/ND-CP (effective from July 1, 2025) stipulates that the Chairman of the People's Committee at the commune level has the authority to consider and decide on the application of measures to temporarily suspend the operation of public catering service establishments as prescribed in Point a, Clause 3, Article 15 of Decree 101/2010/ND-CP promulgating detailed regulations on the implementation of a number of articles of the Law on Prevention and Control of Infectious Diseases on the application of measures for medical isolation, enforcement of medical isolation and control of specific epidemics.
Point a, Clause 3, Article 15 of Decree 101/2010/ND-CP stipulates that the Decision to apply the measure of temporarily suspending the operation of public catering service establishments must clearly stipulate the type of catering service that is temporarily suspended, the scope and time of application of the decision.
Thus, from July 1, 2025, the Chairman of the People's Committee at the commune level will issue decisions to temporarily suspend the operation of food service establishments at risk of epidemics under his management.
