Clause 6, Article 9 of Decree 33/2023/ND-CP stipulates the duties of the Vice Chairman of the People's Committee at the commune level as follows:
+ Directly direct the areas and working areas assigned by the Chairman of the People's Committee at the commune level; proactively develop programs and plans to deploy work according to the fields and areas; exercise the authority of the Chairman of the People's Committee at the commune level when handling work and signing documents when authorized by the Chairman of the People's Committee at the commune level;
+ Be responsible personally to the Chairman of the People's Committee at the commune level for the assigned work areas and for their own decisions on direction and management; together with the Chairman of the People's Committee at the commune level and members of the People's Committee at the commune level, be collectively responsible for all activities of the People's Committee at the commune level before the Party Committee, People's Council at the commune level and the People's Committee, and Chairman of the People's Committee at the higher level. For issues beyond the scope of authority, the Vice Chairman of the People's Committee at the commune level must report to the Chairman of the People's Committee at the commune level for consideration and decision;
+ When resolving work, if there are issues related to the scope and responsibility for resolving work of other Vice Chairmen of the People's Committees, proactively discuss and coordinate to agree on how to resolve them; if there are still different opinions, report to the Chairman of the People's Committee at the commune level for consideration and decision;
+ Other tasks as prescribed by the Party, relevant laws, competent authorities managing cadres and as assigned by the Chairman of the People's Committee at the commune level.
