Dozens of social housing projects have been and are being implemented
According to Mr. Nguyen Hoai Long - Deputy Director of the Department of Construction, after the merger, Hai Phong City (new) determined the social housing development target (NOXH) as the total target of the two localities assigned in Decision No. 444/QD-TTg dated February 27, 2025 of the Prime Minister: the period 2021-2030 is 49,400 units, of which the period 2021-2025 targets the completion of 16,555 units; the period 2026-2030 assigned the completion target of 32,845 units.
From 2021 to present, Hai Phong has been investing in the construction of 25 social housing projects for workers and low-income people, with a scale of about 31,594 apartments. To develop housing for workers, the city has two main models. One is the model of accommodation and dormitories directly invested by enterprises in projects being operated and implemented, including: LG Display dormitory with a scale of 1,668 apartments, completed phase 1 of 556/1,668 apartments; Pegatron Vietnam workers' housing with a scale of 1,632 apartments, completed phase 1 of 784/1,632 apartments. Recently, the Laguna Heyner accommodation project of Biel Crystal Company (scale of 4,360 apartments) started construction in September 2025. Basically, these projects have effectively solved the on-site accommodation needs of some industrial parks with a large number of workers.
The other is the commercial social housing model that follows industrial parks closely. The Department of Construction has identified this as the key segment to solve the housing needs of workers from other provinces in industrial parks and economic zones.
Typical projects being implemented include the Trang Due social housing project (2,538 units); Vinhomes Trang Cat project (phase 1 about 3,800 units) directly serving Nam Trang Cat industrial park and Dinh Vu area; social housing project in Dong Hai 2 ward (Hope) with a scale of 2,347 units; social housing project in Mao Dien commune (Tan Truong industrial park) with a scale of 1,338 units.
The above groups of projects are open, not only serving workers of a specific factory but also meeting the common needs of both industrial parks and low-income people in urban areas. In particular, this model fundamentally solves the problem of settling down and making a living, allowing workers to own a house for a long time instead of just renting a room for a limited period of time.
Building separate mechanisms and incentives for workers
Currently, in the city, there are 9 projects that have been opened for sale, with approved prices ranging from about 12 - 22 million VND/m2. The buyers are mainly workers, employees working in enterprises; civil servants, public employees, armed forces; low-income people in urban areas. According to the assessment, the demand and absorption of social housing are relatively good, projects are almost sold out during the construction phase, projects are not backlogged.
In the coming time, when housing purchase conditions are expanded, the demand for social housing will increase. The city has developed a plan, expected to complete 10,775 units in 2025; about 7,000 units in 2026 to meet the social housing needs of the people.
The City People's Committee has issued Decision No. 133/2025/QD-UBND on promulgating detailed regulations on cases where people with houses under their ownership but far from the workplace are considered for social housing support policies in the city. Accordingly, workers and laborers who already have a house in the city but are far from their workplace can still buy social housing (houses outside the administrative boundaries of the commune where they work and where there are social housing projects).
Regarding the recommendations of workers related to social housing prices, the Department of Construction noted to advise the city to have many housing segments suitable for the needs of the majority of people and workers.
