The conference to summarize 10 years of implementing Resolution No. 4a/NQ-TLD dated June 24, 2014 on improving the effectiveness of the activities of the Trade Union at the grassroots level (CTTTCS) to meet the requirements of the workers' movement and Trade Union activities in the new situation took place on December 3 in the form of direct and online meetings with a bridge in Hanoi and 82 online bridges at 63 provincial and municipal Labor Federations, 19 Central Industry Trade Unions and equivalent.
The union staff is proactive and strives to overcome difficulties.
In his opening speech, Vice President of the Vietnam General Confederation of Labor Nguyen Xuan Hung said: In order to create a change in awareness about the position, role and importance of the CTTTCS Trade Union, create favorable conditions for the CTTTCS Trade Union to fully exercise its rights and responsibilities according to the provisions of the Trade Union Law and the 2012 Labor Code, gradually improve the organization and staff, innovate the content and methods of direct, close and regular guidance for grassroots trade unions, union members and workers, the Executive Committee of the Vietnam General Confederation of Labor (term XI) issued Resolution No. 4a/NQ-TLD dated June 24, 2014 on improving the effectiveness of the CTTTCS Trade Union's activities to meet the requirements of the workers' movement and trade union activities in the new situation with 5 main groups of tasks and solutions.
At the Conference, the union officials focused on discussing and exchanging ideas on innovating the content and direction of the CTTTCS union towards grassroots unions, union members and workers. Proposing key contents, suitable to the actual situation of the locality in the activities of the CTTTCS union. The work of arranging cadres to ensure sufficient human resources for the union at the level directly above the grassroots level, proposing plans for assigning and managing the payroll for the union at the level directly above the grassroots level. According to the general assessment, with the initiative, creativity and efforts of the trade union cadres at all levels, overcoming unprecedented difficulties and challenges, under the direct guidance of the Executive Committee and the Presidium of the General Confederation of Labor, the work of representing and protecting the legitimate and legal rights and interests of union members and workers continued to achieve many results, reaching and surpassing 13/16 important targets, implementing quite comprehensively the tasks and solutions to improve the effectiveness of the implementation of tasks of representing workers, protecting the legitimate and legal rights and interests of workers.
Want to ensure the number of staff
Reality also shows that there are still many difficulties. One of them is that the number of full-time staff does not meet actual needs. Currently, the whole country has 1,226 CTTTCS trade unions managing 120,567 grassroots trade unions (96.2% of the total), with 10,305,931 union members (91.8% of the total). The number of full-time trade union staff is 3,860 people (63.6% of the total). All levels of CTTTCS trade unions tend to reduce the number of full-time staff due to streamlining the payroll according to Resolution 39 and Conclusion 40-KL/TW (plan until 2026).
At the conference, the representative of the Vietnam Steel Corporation Trade Union - CTTCS trade union with 93.93% state capital, directly under the Vietnam Industry and Trade Union, said that most of the union officials are officials who hold many concurrent positions, and have limited time to invest in union activities; many key union officials of grassroots unions were transferred to important positions, their labor contracts were terminated, so they often changed and had to be supplemented and strengthened.
The representative of the Quang Nam Provincial Federation of Labor said that there are currently 23 CTTTCS Trade Unions managing 148,916 union members/157,482 workers, civil servants, and laborers and 1,867 grassroots trade unions, including 18 district and city labor federations with 84,643 union members, 1,582 grassroots trade unions; there are 5 industry trade unions with 64,273 union members, 285 grassroots trade unions. It can be clearly seen that the number of CTTTCS trade union focal points and grassroots trade unions is large, the number of union members is large; the tasks of CTTTCS trade unions according to the provisions of the Charter of the Vietnam Trade Union are very heavy. There are too few full-time union officials. Each district-level Labor Federation is assigned 2 positions (1 president, 1 vice president) and has 1 or 2 labor contracts, making it difficult to arrange staff and assign tasks to implement union movements and activities at the grassroots union.
From that reality, most of the recommendations focus on continuing to review, amend, supplement, and perfect regulations and guidelines on personnel work, creating favorable conditions for trade unions at all levels to properly implement processes and procedures in personnel work; Issuing and amending the Regulations on standards for specialized trade union staff positions.
Pay attention to building, consolidating, training, fostering (part-time union lecturers), training operational skills for grassroots cadres; pay attention to investing in union institutions and increasing allowances for full-time and part-time union cadres. Propose to allow the Vietnam General Confederation of Labor to sign labor contracts to arrange full-time union cadres at grassroots trade unions, which are enterprises, corporations, companies and grassroots unions in places with more than 1,000 union members...
