Focus on key tasks
According to the Ha Tinh Provincial Federation of Labor, in 2025, the unit set a goal of establishing 40 grassroots unions (CDCS) and developing at least 5,000 new union members. As early as January 2025, the Provincial Federation of Labor issued Plan No. 06/KH-LDLD on developing union members, establishing grassroots unions, and at the same time assigning specific targets to each union level, based on the characteristics of the area, non-state enterprise area and economic zone.
In the Vung Ang Economic Zone, Mr. Nguyen Duc Thach - Chairman of the Trade Union of Economic Zones of Ha Tinh province - said: "This year, we aim to establish 6 grassroots trade unions, developing from 1,300 to 1,600 new union members, including union members who have developed in units with trade unions. The unit has proactively reviewed and approached more than 20 enterprises that do not have trade unions; organized gift giving to over 500 workers in difficulty during Tet to enhance connections, creating access conditions to mobilize them to join the trade union organization".
At the town level, Ms. Pham Thi Thu Huong - Chairwoman of the Hong Linh Town Labor Federation - said that since the beginning of the year, the unit has mobilized the establishment of a grassroots trade union at a private enterprise, and is continuing to survey 3 other enterprises.
"Currently, many businesses are not recruiting more workers, even cutting them. Therefore, the development of union members in enterprises with trade unions is almost saturated, forcing us to strongly shift to mobilizing enterprises without trade unions" - Ms. Huong said.
In Thanh Hoa, the locality with the largest number of workers in the North Central region, the Provincial Federation of Labor has developed Plan No. 13/KH-LDLD on developing union members in 2025, in which the goal is to establish 110 new grassroots unions, develop an additional 37,000 union members, focusing on the non-state enterprise sector and individual business households.
Mr. Vo Manh Son - Chairman of the Thanh Hoa Provincial Federation of Labor - said: "From the beginning of the year, we have completed the Steering Committee for developing union members, assigned specific tasks to each member, and at the same time requested trade unions at all levels to make a list of enterprises without trade union organizations, organize access and mobilization according to the periodic plan".
In the first quarter of 2025 alone, Thanh Hoa provincial trade unions at all levels have newly established 29/110 grassroots trade unions, reaching 26% of the annual plan, admitting 3,253 new union members. Of which, Quang Xuong district developed 320 union members, Trieu Son district 270 union members, Nghi Son Economic Zone Trade Union admitted nearly 900 union members.
To speed up progress, the Thanh Hoa Provincial Federation of Labor requires innovation in propaganda, promoting online activities and coordinating with the district-level People's Committees to grasp the situation of new enterprises to promptly approach them.
Diversifying solutions
Ms. Nguyen Thi Hoai Le - Permanent Vice President of the Quang Tri Provincial Federation of Labor - said: "We have classified 3 main groups of subjects: motorbike taxi drivers, street vendors and small-scale construction workers. To date, more than 350 potential workers have been surveyed and a plan is being developed to establish 2 unions in Dong Ha city and Quang Tri town in the second quarter".
According to Ms. Le, to attract informal workers, in addition to promoting their rights when joining the Trade Union, the Provincial Federation of Labor also proposed to initially support each trade union with 20 million VND in operating expenses, and at the same time requested local authorities to support the living space at least twice a month. "We have determined that this is a long-term direction, we cannot rush, but we need to be methodical and profound" - Ms. Le emphasized.
Mr. Vo Manh Son - Chairman of the Thanh Hoa Provincial Federation of Labor - informed that to complete the target of 37,000 union members in the year, the Thanh Hoa Federation of Labor will apply a specific and timely emulation and reward mechanism, while urging the progress of each unit quarterly.
In Ha Tinh, the Provincial Federation of Labor said that it is implementing online software to monitor the progress of union member development of each district-level union to regularly evaluate and synchronize data with the national union member management software.
Quang Binh and Nghe An Labor Federation are reviewing potential areas for union development, especially the service sector and craft villages. Despite many difficulties, the North Central provinces are determined to consider developing union members as a key task to strengthen the Trade Union organization.
