The Congress was attended by 143 union members. Accordingly, in the period of 2023-2025, the Dien Bien Provincial Branch of the VBSP Trade Union has made many innovations in its methods of operation. The grassroots trade union has been proactive, flexible, and closely following reality, thereby attracting a large number of union members and workers to participate.
The union also promotes propaganda, political and ideological education and cares for and protects the legitimate and legal rights of union members and workers.
Specifically, by October 31, 2025, the total implemented capital will reach over VND 5,331 billion, with an average growth rate of 10.8%/year. Total outstanding loans reached over VND 5,324 billion, while the bad debt ratio was well controlled at 0.44%.
In the 2023-2025 period, the Union admitted 16 new union members, up to now, 100% of cadres and civil servants are union members.

The Congress elected the Executive Committee of the VBSP Trade Union, Dien Bien Province Branch for the 2025-2030 term, consisting of 9 comrades. The Standing Committee consists of 3 comrades and the Inspection Committee consists of 3 comrades.
