Serious impact on workers' rights
On July 13, the Trade Union Legal Consulting Center, Dong Nai City Labor Federation is providing legal support for about 150 workers of Bach Thanh Ceramic Tile Co., Ltd. related to insurance benefits.
According to Nhon Trach Social Insurance (Dong Nai City Social Insurance), Bach Thanh Ceramic Tile Co., Ltd. (abbreviated as Bach Thanh Company) produces building materials from clay, produces floor tiles, and wall tiles.
As of the end of June 2026, the total amount of Bach Thanh Company's late payment of social insurance, health insurance, unemployment insurance, occupational accident insurance and interest is nearly 4.9 billion VND, of which late payment interest is more than 1 billion VND.
As a result, the unit has paid compulsory social insurance until the end of October 2023; paid unemployment insurance, occupational accident insurance and health insurance until the end of November 2025.
The total number of workers who have not been fully certified for their participation from November 2023 to June 2026 is 339 people.
According to Nhon Trach Grassroots Social Insurance, the late payment of social insurance, health insurance, unemployment insurance, and occupational accident insurance has seriously affected the legitimate rights of employees working at Bach Thanh Company.
Currently, the Trade Union Legal Consulting Center, Dong Nai City Labor Federation has supported workers in making lawsuits and guided workers to carry out procedures for authorizing counselors to participate in proceedings, with a total number of about 150 workers.
In which, there are 4 cases that the People's Court of Region 2 - Dong Nai has resolved, the Trade Union is guiding and supporting employees to submit applications for judgment enforcement; 20 cases that the People's Court of Region 2 - Dong Nai has received and is in the process of resolving; 2 cases submitted to the People's Court of Region 1 - Dong Nai have been received and are in the process of resolving.
In the coming time, the Trade Union Legal Consulting Center, Dong Nai City Labor Federation will continue to receive requests for support from workers and proceed to submit lawsuit dossiers that workers have completed authorization procedures at the People's Court of Region 2 - Dong Nai.
Social insurance payment delayed by more than 196 billion VND
Dong Nai City Labor Federation said that according to reports from Dong Nai City Social Insurance, as of May 31, 2026, there are 180 businesses in the city (with 20 or more employees) that are late in paying social insurance, health insurance, and unemployment insurance for 3 months or more with a total debt (with interest included) of more than 196 billion VND.
In which, late payment of social insurance is more than 132 billion VND; late payment of health insurance is nearly 6.8 billion VND; late payment of unemployment insurance is nearly 3.4 billion VND; late payment of occupational accident insurance is more than 960 million VND.
The situation of evasion and debt of social insurance, health insurance, unemployment insurance, labor accident insurance, and occupational accident insurance of labor-using units in the area still occurs, affecting a series of other benefits for compulsory social insurance participants such as maternity allowances, sickness allowances, and occupational accident benefits...
The fact that businesses face difficulties, prolonged social insurance debts, and even employers abscond leads to the consequence that employees cannot finalize social insurance books when terminating labor contracts, thereby unable to carry out procedures to receive unemployment benefits.
