According to Comrade Phuc, the company belongs to the garment industry; 100% of Singapore's capital; currently has 5,000 workers, of which the Party cell was established in 2022, currently the cell has 25 Party members.
Today, I am very happy and honored to be selected as one of 95 exemplary Party members who are exemplary workers to return to Hanoi for the first time to attend a national congress and commendation conference. This is something I probably never thought of, one day I would have such joy, said comrade Phuc.

Born into a purely farming family in a religious hamlet in the countryside of Kim Son, Ninh Binh, comrade Lai The Phuc said that he grew up in the years after the country was unified. When he grew up and finished high school, he asked his parents and siblings for permission to go to the promised land in Binh Duong province, where there are many industrial clusters to apply for jobs.
He said that at first, with many difficulties piled up, he finally got a job as a sewing line worker at Chutex Company.
Over the years, I have only known how to strive with all my strength, contribute to work and to the lives of myself and my family. I did not expect that my efforts would gradually be rewarded, the company's leadership would arrange for me more suitable positions, and my income would increase.
The Executive Committee of the Trade Union found me active, affectionate, approachable, and affectionate, so it limited me to join the Executive Committee of the grassroots Trade Union. In 2020, when Binh Duong province had a policy of developing party members in foreign-invested enterprises, in reality, I never thought that I would be selected by the Binh Duong Provincial Industrial Parks Trade Union. Because in Binh Duong, I know that there are workers like me, while I am a person far from home, said comrade Phuc.
However, after being propagandized and educated, he has grasped many important information about the Party, the country, the Trade Union organization, especially about politics, economics and society. In 2021, I was officially admitted to the Party, where I participated as the Binh Duong Provincial Industrial Parks Trade Union Party Cell. From now on, I have become more mature, as a Party member in the company and a member of the Executive Committee of the grassroots Trade Union, I have begun to see that the role of the Party organization in the enterprise is very necessary, it can be the motivation to form the core and core forces in the enterprise.

Up to now, after 3 years of establishment, our cell has now had 25 Party members, most of whom are officials of the grassroots Trade Union Executive Committee, key officials of the enterprise. However, joining the Party, Party activities and organizing the implementation of Party work at enterprises, especially foreign-invested enterprises, have actually experienced many difficulties. For example: Verifying the background of the masses who are workers in many different localities; workers working in the Party writing their personal records takes a lot of time; arranging to study for Party training classes, studying politics, and regular Party activities is very difficult for many different reasons...
Up to now, I have come to understand and realize that when I join the Party, I have to train myself more, but I will certainly be given a lot: I am more mature in everything, the business where I work is more stable, the grassroots trade union where I work more effectively.

The political awareness of the majority of workers and laborers is still limited, they are not interested or afraid to participate in political activities, and do not have the awareness to cultivate and practice to become party members.
Business owners have not fully recognized the position and role of party organizations and unions in enterprises. Business owners do not want to establish or individuals, and some of them still cause difficulties for the operations of party organizations and socio-political organizations in enterprises.
The direct superior trade union at the grassroots level is the place to directly implement advisory instructions for grassroots trade unions and grassroots Party committees, including the task of building a Party organization and developing the team of Party members to grassroots trade unions and workers. However, in some places, the coordination between trade unions at all levels and grassroots party organizations is not good, not doing a good job of advising the Party committees, and not proactively developing and implementing solutions to create resources for the development of party members.
The coordination between competent agencies and trade unions in building a working class, caring for the lives, and ensuring political rights for workers and laborers is sometimes not tight and ineffective; a number of workers and laborers in non-state enterprises are workers from other places, and their living conditions are still facing many difficulties, often "jumping jobs", so they are not interested in political rights, and have no motivation to strive to join the Party.
At FDI enterprises, ownership relations and labor relations are specific, different from state-owned enterprises, but there are very few regulations and specific instructions for the organization and operation of party organizations in this area, while many regulations issued have not really adapted to the characteristics of the actual situation.
From the above reality, he proposed: Grassroots party organizations in FDI enterprises must promote their role as the political core, lead cadres, party members, and mass organizations to effectively carry out propaganda tasks; mobilize and orient enterprises and workers to comply with the Party's guidelines and policies, the State's policies and laws, perform well the tasks of production, business, and business development; innovate and improve the quality of Party committee and Party cell activities.
Organizing monthly activities in addition to ensuring full content according to regulations must be suitable for the characteristics of the enterprise. attach importance to pointing out shortcomings, organizing discussions, and proposing appropriate solutions to promote production and business development.
In addition, the Party cell needs to maintain thematic activities with practical content, focusing on new issues, difficult problems or topics and initiatives to improve techniques and technology to bring many benefits to businesses. Higher-level Party committees need to regularly organize training courses to improve the qualifications of Party committees at FDI enterprises because they are in concurrent positions, so Party building operations are still limited, affecting the progress, processes, and professional procedures of Party organizations and Party members. The direction of the Party Committee at the upper level needs to be close to the reality in enterprises. In addition, there should be documents and guidelines for activities suitable to the characteristics of grassroots party organizations in this area.

Building a close relationship between the Party - Trade Union and workers
9:57: Presenting a speech on the level of interest and potential for striving to become a member of the Vietnam Communist Party of workers, comrade Pham Thi Thanh Tam - President of the Vietnam Textile and Garment Trade Union - said that through monitoring, grasping and reporting from the Trade Union at all levels, currently, garment workers are interested in the activities of the Party, the influence and impact of the Party on all aspects of social life.
Among them, a number of workers are interested in joining the Party; however, this number is mainly workers assigned to manage production groups, the rest are workers directly involved in production with a low level of interest and the prospect of not really striving to become a member of the Vietnam Producer Party.

Comrade Thanh Tam affirmed that, through the past 5 years, the results of developing the Party among workers in the garment industry are still modest. Although the Party committees and trade unions at all levels have made many efforts, from 2020-2024, the entire system has admitted 1,416 Party members, but only 610 workers directly produce, accounting for nearly 44%, which is not compatible with the rate of direct workers.
Regarding the reason, comrade Tam said that due to the low labor rate, limited awareness, low living standards compared to other professions; moreover, female workers in the industry account for over 70%, so their top concern is taking care of their families and raising children.
Therefore, the majority of workers working only focus on increasing income to improve their lives, and pay little attention to political activities.
At the same time, the labor of the majority of households is constantly fluctuating. Therefore, they do not want to spend more time on political issues, especially when changing their residence or looking for other job opportunities at FDI and private companies. For older workers, they do not want to join the Party because they think they do not have many opportunities to develop.
Regarding solutions to develop Party members in enterprises, comrade Thanh Tam said:
First, it is necessary to strengthen propaganda and political and ideological education.
In particular, include propaganda programs about the Party, about the role of the Party in building, protecting and developing the country, in issues related to the legitimate rights and interests of workers in Party and Trade Union activities, production team singing, and Trade Union radio programs to each workshop.
Political training courses for workers need to be organized in a reasonable and easy-to- read manner, helping them grasp knowledge about the Party and the importance of joining the Party in developing personal and professional skills.
Second, it is necessary to improve working conditions and workers' lives: Party committees at all levels need to have more policies and guidelines, creating mechanisms and policies that strongly affect jobs and workers' lives directly, especially issues related to housing, social security, improving the quality of workers' lives such as working conditions, wages, receipts, insurance, housing, schools, medical examination and treatment, cultural activities, sports gathering places... These practical and close issues will help create trust and interest for workers in the Party.
Third, it is necessary to create conditions for workers to participate in movements and activities of the Party and organizations. In particular, Party organizations at enterprises need to strengthen direction, coordinate with experts and unions to organize movements and activities that include and lead, unite the masses; thereby creating conditions for workers to know, work at the table, workers to participate, and workers to benefit.
With major programs and events, the Party should invite more delegates who are workers to participate to witness, grasp information, absorb viewpoints and policies, thereby raising awareness, increasing cohesion, and arousing the hope of joining the Party.
Pay attention to creating appropriate time and treatment conditions for workers participating in classes to raise awareness of the Party and professional skills. If the enterprise has a large number of employees, consult with the Party Committee at the higher level to open a class at the enterprise for approval.
Fourth, it is necessary to build a close relationship between the Party, the Trade Union and the workers. Party committees at all levels need to proactively organize working sessions with the Trade Union, meetings, dialogues, meetings, visits, and honors for workers.

Currently, Bac Giang province has established 11 industrial parks with an area of 2,720 hectares and 55 industrial clusters with an area of 2,327 hectares, with over 4,200 operating enterprises and more than 305,000 workers.
Along with performing the central function of representing, caring for, and protecting the legitimate and legal rights and interests of union members and workers, trade unions at all levels of Bac Giang province have always focused on participating in Party building, including the very important task of developing the Party among workers.

To continue promoting the development of party members among workers, comrade Nguyen Van Canh proposed a number of key solutions:
One is: to strengthen propaganda, education, raise class awareness, raise awareness of the Party's guidelines and policies, the State's laws; gradually form and consolidate the ideological, ethical stance and lifestyle among the working class. Through dialogue activities, party members have the opportunity to share the operational situation of enterprises; listen to the thoughts and aspirations of union members and workers, to reduce collective labor disputes and strikes. This is a condition for the parties to fulfill their tasks; on that basis, build a cooperative relationship with the business leadership for the sustainable development of the business and the benefits of employees.
Coming to the Party is to contribute, to train yourself

As a union cadre, I often convince them that each person has their own ideal purpose, for me to join the Party to contribute, to train myself and have a limit for myself to know how to stop against temptations and errors when reviewing the regulations that Party members are not allowed to do. From the propaganda and regular education work of the Trade Union organization, many workers have gradually converted, raised awareness and strived to become Party members.
However, there is another problem, which is that the majority of foreign-invested enterprises are hesitant to allow the establishment of Party cells in enterprises. Most of them think that establishing a party organization in a company is a political issue, so they are very reserved, even disagree. They often use the excuse of asking for permission from their parent company and seek to delay the response. Determining this as a difficult problem, it is necessary to persistently propagate, mobilize, and persuade the company's Board of Directors to understand. Therefore, the grassroots Trade Union has created prestige and built sympathy with employers through many practical activities such as organizing emulation movements, mobilizing workers to actively produce, accompanying, supporting, and sharing difficulties with businesses; increasing productivity, quality, and labor efficiency.

9:25: Reporting the results of a quick survey on the process of striving to become members of the Communist Party of Vietnam of workers at enterprises, Dr. Nhac Phan Linh - Deputy Director of the Institute for Strategic Research and Labor Magazine - Trade Union said that the institute has surveyed over 2,000 workers, at 100 enterprises from 10 provinces and cities such as Hanoi, Hai Phong, Bac Ninh, Bac Giang, Thanh Hoa, Nghe An, Ho Chi Minh City, Binh Duong, Dong Nai, Long An.
Of which, 39.1% are state-owned and equitized enterprises; 48.9% are FDI enterprises; 12% are private enterprises. Regarding work positions, the number of workers directly involved in production surveyed accounts for 34.5%; 42.6% of office staff; 22.9% of leaders at the department, department, and team level or higher.
Assessing the position and role of the Communist Party of Vietnam, the survey process of Strategic Research and Labor - Trade Union Magazine showed that 86.9% assessed the role of the Communist Party of Vietnam in the development of the country as very important; 89.9% said that it is necessary to have a Party organization in enterprises.

Regarding the level of participation in Party activities at enterprises, 87.1% of Party members participate in Party activities at enterprises; 10.2% participate in local activities where they reside; 90.8% said that Party cells operate regularly every month; 7.6% organizes activities on a 2-3 month cycle; 3% of Party members do not participate in regular activities.
Regarding the desire to become a Party member, according to Dr. Nhac Phan Linh, 52.8% wanted to contribute to building and developing the country, 35.9% wanted to become a Party member to set an example for their children; at the same time, there was a voice to protect the rights of workers and individuals (accounting for 35.4%)...
From the survey of the development of Party members of workers in enterprises, the Institute found the following advantages and disadvantages.
The advantage is that workers' awareness of the role of the Party is increasingly enhanced, especially in the context of strong economic integration and development.
Enterprises create favorable conditions for the activities of the Party organization, considering this a factor that helps build a corporate culture, enhance the spirit of solidarity and labor discipline.
The attention and direction from local Party committees and authorities in developing Party members is an important factor.
However, there are still difficulties such as limitations due to the characteristics and employment situation of workers: often changing jobs; working in shifts; not having much time; life and income are still difficult.
The political awareness of a part of the workers is still limited, there is no motivation to strive to join the Party. Some enterprises, especially FDI enterprises, have not created favorable conditions for the Party organization.
The Party can only develop strongly when each Party member always strives, trains and matures

Creating resources for Party development is the task of the entire political system, from the central to local levels, including the role and responsibility of the trade union organization. Especially developing party members among the workforce and laborers directly involved in production and business. This is a supplementary source, strengthening and ensuring the inheritance and development of the Party; contributing to consolidating the class alliance, strengthening the nature of the working class, improving leadership capacity, ruling capacity and fighting strength of the Party.
Based on the policies and resolutions of the Party, in recent years, trade unions at all levels have implemented many solutions to develop the Party among workers and laborers in units and enterprises. Typically:
Strengthen propaganda work, raise awareness among Party committees, cadres, Party members, and workers about the position, role, importance, significance, and benefits of Party development in enterprises;

Do a good job of detecting and training to create a source for developing party members;
Promote the role of trade unions in party development and continue to educate and train party members in the environment of trade unions.

Under the leadership and direction of Party committees at all levels, the trade union organization has affirmed its role as a bridge between workers and the Party, through introducing outstanding workers with sufficient qualities, abilities and revolutionary ideals for the Party to consider and admit. At the same time, the trade union focuses on training workers in ethics, labor discipline awareness, solidarity and social responsibility, thereby forming the necessary qualities to become exemplary party members. The program also created opportunities for delegates to introduce good models and share good experiences; clarify difficulties and inadequacies and propose solutions to overcome them, contributing to improving the effectiveness of developing party members among workers and improving the quality of party members, meeting the requirements of the new situation.

The President of the Vietnam General Confederation of Labor suggested that the delegates focus on discussing the following contents:
- First, share, discuss and discuss constantly strive, practice, and cultivate political ideology, ethics, lifestyle, professional expertise, and leadership, participate in Party building and trade union organizations... to become a Party member and strive to maintain the Party member title.
- Second, evaluate and discuss the conditions, living environment of the Party at enterprises and the role of the Party organization in enterprises.
- Third, the role and responsibility of Party committees, trade unions, and employers in propagating, mobilizing, and educating workers to strive to become members of the Communist Party of Vietnam and maintain the title of outstanding Party member.
Over the past 95 years, the Communist Party of Vietnam has continuously developed and affirmed its role in leading the glorious revolutionary cause of the entire nation. The Party can only develop strongly when each Party member always strives, trains and matures. To be worthy of being a member of the Communist Party of Vietnam, each Party member in general and Party member as a worker in particular must constantly study, practice, cultivate revolutionary ethics, uphold exemplary exemplary metaphor, actively contribute to the common cause of the Party and the nation, enhance the nature of the working class of the Party, be worthy of being the most excellent representative of the working class; constantly strive for the goal of socialism, bringing our country into a new era - the era of national development" - Comrade Nguyen Dinh Khang affirmed.

At the forum, delegates will present and discuss many major topics: Mobilization and goals for striving to become a member of the Vietnam Communist Party; level of interest and prospects for striving to become a member of the Vietnam Communist Party of Vietnam of workers; striving and making efforts in studying and working to be worthy of being a member of the Vietnam Communist Party; being attached to the masses, regularly participating in mass organizations, actively mobilizing the masses to strive to become a member of the Vietnam Communist Party; the benefits and difficulties of workers in the process of striving to become a member of the Party; the role of the Party organization in the enterprise - the current situation and difficulties of the Party in the work of workers and workers in the Party.
Delegates who are outstanding workers and Party members were commended; representatives of leaders of provincial and municipal Labor Federations, central industry unions and equivalent, and general corporation unions under the General Confederation will present speeches to clarify the above topics.

The work of developing Party members among workers is one of the important tasks that trade unions at all levels have actively implemented to affirm and promote the role of trade unions in building the Party and the political system. For many terms, the Trade Union has always built a target of developing party members among union members, workers and civil servants as an important annual political task.
For the 2018 - 2023 term, trade unions at all levels have introduced more than 700,000 outstanding union members to the Party for consideration of training and admission, an increase of 1.8 times compared to the 2013 - 2018 term. Of which, nearly 400,000 outstanding union members have been admitted to the Communist Party of Vietnam, an increase of 1.4 times compared to the 2013 - 2018 term.
In 2024, trade unions at all levels introduced 158,813 outstanding union members to the Party for consideration of training and admission. Of which, the number of outstanding union members introduced by the Trade Union admitted to the Communist Party of Vietnam is 80,327 comrades.
