On December 17, the Thanh Hoa Provincial Federation of Labor (LDLD) said that Emulation Cluster No. 4 - Provincial Federation of Labor has just held a meeting to review and summarize trade union activities in 2025. The emulation cluster includes the Trade Unions of communes and wards: Nga Son, Hau Loc, Hoa Loc, Ha Trung, Thieu Hoa, Thieu Yen, Ho Vuong, Kinh Tan, Bim Son ward and Quang Trung ward.
At the conference, delegates focused on objectively assessing the results of the activities of Emulation Cluster No. 4 since its establishment under Decision No. 737 dated July 10, 2025 of the Provincial Federation of Labor Standing Committee; pointed out the shortcomings, limitations, difficulties and obstacles in the implementation process, and discussed and proposed solutions to improve the effectiveness of trade union activities in 2026.
The conference also approved the emulation cluster content and organized the signing of emulation clusters between units in the cluster in 2026; elected the Cluster Leader and Deputy Cluster Leader of Emulation Cluster No. 4 to manage the cluster's operations in the coming year.
There were 9 opinions presented at the conference, focusing on proposing practical solutions to effectively implement the tasks in 2026. Many opinions suggested that the Standing Committee of the Provincial Federation of Labor pay more attention to the work of full-time trade union cadres; at the same time, propose decentralization, delegation of authority, clarification of functions and tasks of trade union organizations at the commune and ward levels, in order to overcome shortcomings in the current implementation of tasks.
On behalf of the Emulation Cluster, the Cluster Leader seriously received the instructions and requested the units in the cluster to base on the 2026 trade union activity plan, the targets assigned by the Provincial Federation of Labor Standing Committee and the actual situation in the locality to develop operating regulations, clearly identify key tasks, strive to complete and exceed the set targets.
