According to the provisions of Point e, Clause 1, Article 2 of the Law on Social Insurance 2024, the permanent militia is the subject to participate in compulsory social insurance.
The 2019 Law on Militia and Self-Defense Forces stipulates that the standing militia is a standing force on duty in key areas of national defense.
Male citizens from 18 years old to 45 years old, female citizens from 18 years old to 40 years old are required to join the Militia and Self-Defense Forces; if they volunteer to join the Militia and Self-Defense Forces, it can be extended to 50 years old for men, to 45 years old for women. The term of service in the regular militia in peacetime is 2 years. The term of performing the obligation can be extended but not more than 2 years.
According to the Social Insurance Law 2024, in addition to the Standing militia, business owners of business households registered to participate in business according to Government regulations; non-professional workers at the commune level, in villages and residential groups; people working under the non-term Labor Federation, the Labor Federation determines the term to be 1 month or more, even if the employee and the employer agree with another name but have content showing the employee with payment, salary and the management, operation and supervision of one party are also subjects participating in compulsory social insurance.
