From July 2025, who will pay health insurance for standing militia

The Lao Dong Newspaper Legal Consulting Office replied:

Point 3, Clause 10, Article 1, Law amending and supplementing a number of articles of the Law on Health Insurance 2024 (effective from July 1, 2025) stipulates that the group paid by the State budget includes:

a) People's Army officers, professional soldiers on active duty; officers, non-commissioned officers and officers, non-commissioned officers of technical expertise working in the People's Public Security force; people working in secret services receive the same salary as soldiers;

b) Sub-officers and soldiers of the People's Army on active duty; non-commissioned officers and soldiers on active duty in the People's Public Security; military students, police students, and basic students receiving living allowances who are Vietnamese;

c) Military students, police students, and basic students receiving living allowances from foreigners;

d) Trainees who have been trained as reserve officers for 03 months or more and have not participated in social insurance or health insurance;

d) Standing militia;

e) People with revolutionary contributions as prescribed by the Ordinance on preferential treatment for people with revolutionary contributions; veterans;

g) National Assembly deputies, People's Council deputies at all levels in office;

h) Children under 6 years old;

i) Relatives of martyrs and people with meritorious services to nurture martyrs according to the provisions of the Ordinance on Preferential treatment for people with meritorious services to the revolution;

k) Relatives of a person with meritorious services to the revolution, the husband or wife of a martyr who marries another husband or another wife who is receiving a monthly pension and a related individual as prescribed in the Ordinance on Preferential treatment for people with meritorious services to the revolution, except for the subjects specified in Point i of this Clause;

l) Relatives of the subjects specified in Point a and Point b of this Clause as prescribed by law;

m) The person who has donated a human body part according to the provisions of law;

n) Foreigners studying in Vietnam are granted scholarships from the budget of the State of Vietnam;

o) People from poor households; ethnic minorities from near-poor households residing in communes and villages in ethnic minority and mountainous areas; ethnic minorities residing in areas with difficult socio-economic conditions; people residing in areas with particularly difficult socio-economic conditions; people living in island communes and island districts;

p) Commune, ward and town officials who have quit their jobs and are receiving monthly allowances from the state budget;

Q) People who have stopped receiving unemployment benefits and are receiving monthly benefits from the state budget;

r) People receiving monthly social allowances; people receiving monthly allowances for support according to the provisions of relevant laws; people receiving monthly death allowances who are beneficiaries of social allowances;

s) People aged 75 and over who are receiving monthly death benefits, people aged 70 to under 75 who are from near-poor households who are receiving monthly death benefits;

t) People receiving monthly social pension benefits according to the provisions of the law on social insurance;

u) Employees who are not eligible for pension and are not old enough to receive social pension benefits and are receiving monthly benefits according to the provisions of the law on social insurance.

Thus, from July 1, 2025, the standing militia will be covered by health insurance by the State.
