According to Dr. Chu Cam Tho, Deputy General Secretary of the Vietnam Association of Educational Psychology, a common set of professional standards should be applied to all teachers/lecturers in the public and non-public sectors.
Commenting on the draft Circular on teacher title standards and professional standards, Dr. Chu Cam Tho said that in order to truly create motivation for career development and ensure the quality of education at both the grassroots and system levels, it is necessary to pay attention to key issues.
Ranking (salary/position): Based on specific contributions, calculated by the influence and duration ( old age) of that contribution, calculated according to the scope of the grassroots (assigning authority and responsibility to explain to the grassroots). Especially prioritize the leadership role, based on professional capacity, reputation, and the ability to support colleagues, not necessarily following the administrative promotion order.
Applying a common professional standard for all teachers/lecturers (public and non-public) is necessary. The application of a set of professional standards aims to ensure the following contents:
Ensure uniform quality: All teachers/lecturers, regardless of the environment, must achieve the minimum capacity level, ensuring standard educational output.
Create fairness: Display respect and capacity assessment based on expertise, not based on the type of work unit.
Support for human resource transfer: More beneficial for teachers to change working environment.
