Currently, Clause 3, Article 2 of Decree 29/2023/ND-CP stipulates the subjects of the staff streamlining policy:
Non-professional workers at the commune level who are redundant due to the arrangement of commune-level administrative units and non-professional workers in villages and residential groups who are redundant due to the arrangement of villages and residential groups when arranging commune-level administrative units will retire within 12 months from the date of the arrangement decision of the competent authority.
Along with the above content, Clause 3 and Clause 4, Article 2 of the Draft Decree regulating staff streamlining propose as follows:
Part-time workers at the commune level will retire immediately from the implementation of the 2-level local government model according to the provisions of the Law on Organization of Local Government.
Non-professional workers in villages and residential groups who are redundant due to the arrangement of villages and residential groups will retire immediately after the decision on arrangement is issued by the competent authority
Thus, the Draft Decree regulating staff streamlining proposes that the following groups of subjects must retire immediately upon staff streamlining:
Part-time workers at the commune level will retire immediately from the implementation of the 2-level local government model according to the provisions of the Law on Organization of Local Government.
Non-professional workers in villages and residential groups who are redundant due to the arrangement of villages and residential groups will retire immediately after the decision on arrangement is issued by the competent authority.
