Previously, the subjects applying the service allowance regime were cadres and civil servants elected or appointed to leadership positions in state agencies, political and social organizations based on Decision No. 269 issued in 2005.
Based on reality, the Ministry of Finance determined that the basic salary has increased by 5.69 times compared to the time of issuance of Decision No. 269. Therefore, the Ministry of Finance issued Official Letter No. 8123 dated June 11, 2025 proposing to increase the service allowance for cadres and civil servants according to the above basic salary increase.
Specifically, the first level is from 400,000 VND to 2,700,000 VND/month; the second level is from 200,000 to 1,350,000 VND/month.
Subjects entitled to the service allowance regime according to the draft decree include:
- Member of the National Assembly Standing Committee; Head of the Office of the President; Head of the Party Committee at the Central level; Chief of the Central Office; Director of the Ho Chi Minh National Academy of Politics; Editor-in-Chief of Nhan Dan Newspaper, Editor-in-Chief of Communist Magazine and other positions have been ranked at the salary level equivalent to the Head of the Party Committee at the Central level.
- Ministers, Heads of ministerial-level agencies; State Audit General; Chairman and Permanent Chairman of the Central Committee of the Vietnam Fatherland Front and positions have been ranked at the salary level equivalent to the Minister.
- Secretaries of the Provincial Party Committees and City Party Committees of provinces and centrally run cities and urban areas of type I; Permanent Deputy Secretaries of the Hanoi and Ho Chi Minh City Party Committees; Chairmen of the People's Councils, Chairmen of the People's Committees of Hanoi and Ho Chi Minh City.
- Senior Lieutenant General; Navy Admiral; Director of the General Department, Political Commissar of the General Department; Commander, Political Commissar: Military Region, Army, Border Guard, Corps; equivalent or higher positions in the People's Army.
- Senior Lieutenant General in the People's Public Security force.
- President of the Vietnam Academy of Social Sciences; President of the Vietnam Academy of Science and Technology.
- Deputy Head of the Central Inspection Committee; Deputy Head of the Party Committee at the Central level; Deputy Chief of the Central Office; Secretary of the Party Committee under the Central Committee; Chairman of the Central Committee of the Vietnam Fatherland Front; Deputy Director of the Ho Chi Minh National Academy of Politics; Deputy Editor-in-Chief of Nhan Dan Newspaper; Deputy Editor-in-Chief of Communist Magazine; Director of the National Political Publishing House Truth.
- Vice Chairman of the Ethnic Council; Deputy Chairman of the National Assembly Committees; Deputy Head of the National Assembly Office; Deputy Head of the Office of the President; Deputy Chief Justice of the Supreme People's Court; Deputy Director of the Supreme People's Procuracy; Deputy State Auditor General; Deputy Minister; Deputy Head of ministerial-level agencies, Head of agencies under the Government.
- The positions and titles with the highest military rank are Lieutenant General; Vice Admiral of the Navy; Major General; Rear Admiral of the Navy according to the Government's regulations in the People's Army, except for the subjects specified in Clause 1.
- Lieutenant General; Major General in the People's Public Security force.
- Member of the Central Inspection Committee; Deputy Secretary of the Provincial Party Committee, Party Committees of provinces and centrally run cities of type I; Chairman of the People's Council, Chairman of the People's Committee of provinces and centrally run cities of type I urban areas.
- Member of the Presidium of the Central Committee of the Vietnam Fatherland Front.
- Assisting key leaders of the Party and State; Permanent assistant of the Secretariat.
