Information about salary reform, including the implementation of 5 new salary tables and 9 new allowance regimes, has received much attention from cadres, civil servants and public employees.
Recently, the Ministry of Home Affairs has provided information on the progress of building a new salary table according to job position. Accordingly, implementing Conclusion No. 83-KL/TW of the Politburo, in which the Central Economic Commission was assigned to preside over the preliminary review of the implementation of Resolution No. 27-NQ/TW.
This agency coordinated with the Party Committee of the Interior Party Committee and relevant ministries, ministries and branches to study and assess the appropriate, feasibility and proposal of the 5 payroll and 9 new allowances of the public sector to submit to the Central Government for consideration after 2026, when the Politburo promulgated and implemented the job position system system in the political system.
Resolution No. 27-NQ/TW dated May 21, 2018 of the 7th Central Conference of the 12th tenure stipulates 5 salary tables including: 3 salary tables for the armed forces; 1 salary table for leadership positions (elected, appointed) in state agencies, public service units and 1 professional and technical salary table for civil servants and public employees in state agencies, public service units.
Also according to Resolution 27-NQ/TW in 2018, there are 9 types of allowances according to the new salary regime including: part-time allowances; Seniority allowance; Regional allowance; Job responsibility allowance; Mobile allowances; Preferential allowances; Working allowances in areas with extremely difficult socio -economic conditions; Allowances according to classification of administrative units and according to the classification of public non -business units; Separate allowances for armed forces.
In the report to the National Assembly, the National Assembly deputies on the results of the implementation of the Resolution on the National Assembly's questioning activities in the field of the Interior, the Ministry of Home Affairs said that they would continue to actively research and advise the competent authorities to accelerate the salary reform roadmap and proceed to pay the salary according to the job position associated with the evaluation results according to the output product at the spirit of Resolution No. 27-NQ/TW.
At the same time, this agency also reviewed the system of policy institutions, adjusted, supplemented, and further innovated the recruitment, use, management, training, fostering, and planning; arranged cadres, civil servants, and public employees to ensure objectivity; perfected mechanisms and policies to attract and promote talent.
Another solution proposed by the Ministry of Home Affairs is to continue reforming the organizational apparatus, streamlining the payroll associated with restructuring according to job positions, improving quality associated with salary, bonus and welfare policies for cadres, civil servants and public employees.
