Emphasizing the core and pioneering role of the Trade Union organization
The Dong Thap Provincial Federation of Labor believes that this draft of documents has demonstrated a strategic and comprehensive vision, especially in continuing to affirm the position and role of the working class and the Vietnam Trade Union in the cause of building and defending the Fatherland.
In the Draft Document of the 14th National Party Congress, it is affirmed: "Building a modern Vietnamese working class, strong in both quantity and quality, with steadfast political will, class awareness, national pride and self-respect, truly being the class leading the revolutionary cause through the pioneering team of the Communist Party of Vietnam".
The Dong Thap Provincial Federation of Labor completely agrees with the above orientation. However, to achieve the goal of "mstage, growth" in the context of the Fourth Industrial Revolution, especially in emerging industrial provinces such as Dong Thap, it is necessary to emphasize the core and pioneering role of the Trade Union organization.
Regarding the quality of human resources, the Dong Thap Provincial Federation of Labor proposed to add a solution to assign the Trade Union to participate more deeply in developing and supervising the implementation of retraining programs, improving vocational skills for workers, especially workers affected by technology. There needs to be a special financial mechanism to support local trade unions to proactively link with training institutions and enterprises to organize classes suitable to the characteristics of the region (for example, agricultural and aquatic product processing workers in Dong Thap).
Regarding political courage and class awareness, the Dong Thap Provincial Federation of Labor believes that the Trade Union needs to increase its authority and resources to carry out propaganda and political and legal education work more directly and effectively, especially through digital platforms (social networks, mobile applications) to reach young workers and workers in the non-state sector. It is necessary to specify the role of the Trade Union organization in discovering and introducing outstanding union members to the Party to ensure the nature of the working class of the Party.
Drafting the Document mentioning new thinking on building and consolidating the great national unity bloc, the Dong Thap Provincial Federation of Labor believes that consolidating the "Workers - Farmers - Intellectuals" alliance is of special importance.
Therefore, the Provincial Federation of Labor has given the following comments and proposals:
Regarding the core role of the Trade Union: It is recommended that the Document should clarify the mechanism for the Trade Union to play a core political role in this alliance, through orienting the content and coordinating actions with the Farmers' Association and intellectual organizations.
Regarding Farmers - Workers linkage: Propose solutions to promote production linkage models between workers, engineers in processing plants (workers) and growers (peasants). Trade unions can play a role in connecting, consulting and protecting the rights of agricultural workers and industrial farmers to eliminate boundary bottlenecks and strengthen the cohesion between the two levels.
Regarding the intellectual - Workers linkage: Promote programs for intellectuals and experts to participate in technical improvement and technology transfer for workers in enterprises, especially small and medium enterprises.
Trade unions need to be given the initiative
The draft of the 14th National Party Congress Documents mentions new thinking on sustainable social development management; ensuring progress, social justice, and caring for people's lives. The Dong Thap Provincial Federation of Labor affirms that caring for union members and workers is the core mission of the Trade Union organization.
The Provincial Federation of Labor recommends diversifying resources and forms of care: Proposing to supplement solutions to mobilize and effectively manage socialized resources for care, in addition to trade union financial resources. Trade unions need to play a role as a bridge, mobilizing businesses and philanthropists to participate in long-term welfare programs (for example, building social housing and kindergartens for workers).
Implement digital transformation in care: Build and apply a unified digital platform to manage union member information, survey needs and implement welfare programs quickly, transparently and personalizedly for each target and region.
Proposing specific social security policies: Trade unions need to be empowered to be more proactive in proposing to local Party committees and authorities to develop specific social security policies for workers in industrial parks and clusters...
