Youme Law Firm LLC said that according to Point b, Clause 3.1, Section 3 of Resolution 27-NQ/TW in 2018 regulating salary reform, a new salary table system will be developed and issued according to job positions, titles and leadership positions to replace the current salary table system; converting old salaries to new salaries, ensuring that they are not lower than current salaries, 5 new salary tables include:
- Develop a salary table for positions applicable to civil servants and public employees holding leadership positions (elected and appointed) in the political system from the Central to the commune level.
- Develop a professional and technical salary table according to civil servant ranks and professional titles of civil servants applied generally to civil servants and public employees not holding leadership positions; each civil servant rank and professional title of civil servants has many salary levels.
- Develop 3 salary tables for the armed forces, including: 1 salary table for military officers, officers, non-commissioned officers of the public security profession (according to position, title and military rank or rank); 1 salary table for professional soldiers, police technical specialists and 1 salary table for defense workers, police workers (including maintaining the salary correlation of the armed forces with the current salary of administrative civil servants).
According to Article 74 of the Law on Social Insurance 2024 (effective from July 1, 2025), social insurance implementation when applying the salary regime according to job position, title and leadership position to replace the current salary system is regulated as follows:
In case the salary reform applies the salary regime according to the job position, titles and leadership positions to replace the current payroll system, the Government shall report to the National Assembly to consider and decide the adjustment of the compulsory social insurance basis, how to calculate the average salary as a basis for pension calculation, social insurance allowance, adjust the salary as a basis for compulsory social insurance and other necessary content.
