Taking representative care and protection as the focus
In the new period, the role of the Trade Union organization remains unchanged, but it can only be effective when innovating to adapt to new requirements. When visiting and grasping the living and working situation of workers at some enterprises in Hanoi's industrial parks, Mr. Nguyen Anh Tuan - Member of the Party Central Committee, Chairman of the Vietnam General Confederation of Labor - analyzed: A good relationship between Trade Unions and workers is not only to protect and care for union members and workers, ensuring that workers in the company enjoy full benefits, but also to propagate and help workers with good working styles, attitudes, and professional qualifications; to create all conditions for workers to promote initiatives and improve labor productivity. From there, workers' incomes are increased. The Chairman of the Vietnam General Confederation of Labor also emphasized the value of Trade Unions not only doing well for workers but also doing well for the entire enterprise.
To foster its values, the Trade Union organization must truly innovate, not stop at calling for action, but must be concrete actions to perform its role well. In which, first of all, it is still to represent and protect the legitimate and lawful rights of workers, one of the basic activities is negotiation and signing of collective labor agreements.
The role of caring for and protecting workers is also specified in the method of gathering workers into the Trade Union organization to protect them. To play a good role through this activity, the innovation of content, methods of propaganda, mobilization, and methods of gathering and developing union members, establishing grassroots trade unions must be very specific. Units proactively build appropriate propaganda materials, focusing on core issues related to the functions and key tasks of the trade union, practical benefits when workers become union members, when organizations, units, and businesses establish grassroots trade union organizations. Forms of propaganda and mobilization must be appropriate to the subjects and characteristics of the operating situation of organizations, units, and enterprises.
In addition, it is necessary to innovate and improve the quality of grassroots trade union activities to attract workers to participate in trade unions. Here, it is necessary to continue to innovate the content and methods, improve the quality and efficiency of grassroots trade union activities; strengthen the role of higher-level trade unions in guiding, supporting, and leading grassroots trade union activities; direct activities to the grassroots level, taking the grassroots level as the operating area, taking union members as the object of mobilization, for union members, for workers, building a strong Trade Union organization. The content of grassroots trade union activities needs to be focused, selected, directly related to union members and workers, associated with the political tasks of organizations, units, businesses, localities, and sectors as well as innovating practical and effective emulation movements.
It is necessary to focus on organizing activities to care for the material and spiritual life of union members and workers, creating motivation for union members to actively participate in trade union activities, attracting more workers to join trade unions. Building harmonious labor relations, the Trade Union regularly listens to the opinions of union members to promptly solve urgent issues that union members are concerned about, and at the same time continue to promote the role and strength of solidarity among union members and workers, contributing to building a strong Trade Union organization...
Along with the role of representing and caring for the legitimate and lawful rights of union members and workers, the Trade Union must also innovate to fulfill its role in participating in policy making; propaganda and education of workers; being a bridge between the Party, the State and workers...
Exchanging about the role of the Trade Union organization, according to Assoc. Prof. Dr. Duong Van Sao - former Member of the Presidium of the Vietnam General Confederation of Labor, former Rector of the Trade Union University, the Trade Union needs to strongly innovate its organization and operation, thoroughly overcome the situation of administrativeization in trade union organization and activities; strive to build a streamlined, effective, and efficient Trade Union organization system suitable for ownership forms and occupations; clearly and specifically stipulate the tasks and powers of each level of trade union to suit new conditions. The Trade Union needs to take the representation and protection of the legitimate and lawful rights and interests of union members and workers as the focus; promptly grasp the thoughts, aspirations and difficulties and grievances of workers to proactively and actively coordinate closely with the same-level government and employers to resolve problems, in order to build harmonious, stable and sustainable labor relations.
