According to information from Gia Lai Provincial Social Insurance, the unit is making efforts to urge businesses that owe social insurance (SI), health insurance (HI), and unemployment insurance (UI) payments for employees in the area.
According to statistics, as of September 24, 2024, there were 1,279 units that owed insurance payments for 4,952 employees with a total amount of 99.3 billion VND. For enterprises that were overdue for payment for more than 2 months, as of August 2024, Gia Lai Provincial Social Insurance sent 3,627 debt notices to debt units with a total amount of 45.7 billion VND. As a result, 378 units paid the full amount of debt; 772 units paid half of the debt and 129 units did not pay social insurance and health insurance for a long time.
Gia Lai Province Social Insurance has filed a case against 32 enterprises that owe insurance premiums, requesting a surprise inspection of the debt with a total amount of 27.6 billion VND. Currently, the inspection has been completed for 3 units including: Gia Lai Province Center for Application of Science and Technology Advances; Bau Can Tea Joint Stock Company; Chien Thang Joint Stock Company.
Notably, there are some units that are slow to pay social insurance for a long time, such as Song Da 406 Joint Stock Company Branch, which is 60 months late in paying with a total amount of 6.8 billion VND; Dong Hung Joint Stock Company is 3.4 billion VND late in paying; Gia Lai Urban Construction Joint Stock Company is 3.3 billion VND late in paying. Workers are still afraid to claim their rights.
Gia Lai Provincial Social Insurance affirmed that there are many reasons for late payment, unpaid payment, and evasion of social insurance and health insurance. But the first and most basic reason is that employers are not strictly aware of the law on social insurance, health insurance, and unemployment insurance. Meanwhile, many workers do not understand the damage caused when employers delay payment, do not pay, or evade payment of social insurance. Workers themselves are afraid of losing their jobs, so they do not dare to fight for their rights.
Mr. Tran Van Luc - Director of Gia Lai Provincial Social Insurance - said: Every month, the insurance agency will send notices urging units to pay social insurance, if they have not paid, they will call to remind. Every month, the provincial social insurance agency will send emails to remind units with debts of 3 months or more, and make a record of the meeting with the unit that has sent notices of debt but still has not resolved. For units that owe social insurance, health insurance, and unemployment insurance for 6 months and have debts of 200 million VND or more, the provincial social insurance agency will publicize the list of these units on the websites of media agencies and newspapers.
For enterprises that are procrastinating for a long time, the case will be transferred to the investigation agency, and a case will be prepared to propose prosecution of units that violate the crime of evading payment of social insurance, health insurance, and unemployment insurance for employees according to the provisions of Article 216 of the Penal Code.
