Number of employees with signed labor contracts reached over 98%.
Among the grassroots trade unions managed by the Vietnam Textile and Garment Trade Union, there are 12 units with 100% capital controlled by the Vietnam Textile and Garment Group; 82 units are joint stock companies; 11 units are limited liability companies, 3 are joint ventures with foreign countries; 8 units belong to the administrative and public service sector.
In 2024, the entire system will have 106 units with grassroots collective labor agreements. The Vietnam General Confederation of Labor has instructed grassroots unions to propose negotiations with employers to establish collective labor agreements with provisions higher than the law on wages, bonuses, working hours, and regimes for female workers, ensuring occupational safety and health. As a result, during the period, 14 more collective labor agreements were signed, renewed, and re-signed, bringing the total number of type B collective labor agreements to 11.
The Vietnam General Confederation of Labor has negotiated and signed the 6th Industry Collective Labor Agreement with the Vietnam General Confederation of Labor. Accordingly, a number of new contents have been established that are higher than the law, including increasing the mid-shift meal allowance for each region to VND2,000/meal; giving gifts to female employees on March 8 and October 20 at least VND50,000/day; supporting childcare for employees with children under 36 months of age at least VND50,000/month; and expanding the scope of participation in the Industry Collective Labor Agreement to enterprises that are only affiliated to the Vietnam General Confederation of Labor or only affiliated to the Vietnam General Confederation of Labor to increase the coverage of the Industry Collective Labor Agreement in the coming time.
Protecting employees by monitoring the implementation of policies and regimes
The entire system has organized 19 inspections and supervisions on policies and regimes for employees. Through inspections, most units have implemented policies and regimes for employees well. The number of employees signed labor contracts reached over 98% (the rest are on probation or apprenticeship); 100% of enterprises participate in compulsory social insurance for employees. The number of employees participating in social insurance accounts for 98%; 2% are not subject to social insurance because they are on leave receiving social insurance benefits, on unpaid personal leave or have received pension benefits but have agreed to sign a contract with the enterprise. Over 95% of units have organized periodic health check-ups for employees.
One issue that union members and employees are interested in and express their satisfaction with the role of the trade union organization is improving the quality of shift meals. In 2024, 8 trade unions proposed that employers increase the shift meal level according to Conclusion No. 03/KL-Executive Board of the Vietnam General Confederation of Labor, reaching 160% of the target assigned by the Vietnam General Confederation of Labor. Currently, the average meal level of units in Regions I and II is 27,500 VND/meal; Regions III and IV is 23,500 VND/meal.
Some administrative units that do not have kitchens have supported employees with meals, paid monthly at the same time as salary payments at a rate of 40,000 - 55,000 VND/meal. Some units serve refreshments on hot days, organize free breakfast, and have allowances for pregnant mothers, sick employees, employees working in hazardous areas, and night shifts...
To effectively monitor the implementation of the regime, the Vietnam General Confederation of Labor also focuses on disseminating and improving legal knowledge for union members and workers so that each person can detect and protect themselves when their rights are violated.
The entire system has advised 16,650 employees on basic legal knowledge such as signing contracts, documents, procedures for receiving social insurance benefits for sickness, maternity, etc. In which, the industry level directly advised 24 employees on resolving benefits when stopping work or terminating labor contracts; organized 62 propaganda sessions, disseminating the law combined with general propaganda sessions for 45,260 employees.
DMVN Trade Union also maintains the operation of the Legal Consulting Office, posting legal situations on the Electronic Information Portal and Email system for Trade Union officials to refer to and disseminate to employees.
