Nearly 50 ward union chairmen and enterprises with a large number of workers in export processing zones, industrial parks, and high-tech zones in the city participated in giving comments.
Mr. Vo Khac Binh - Deputy Head of the Ho Chi Minh City Labor Federation's Area Management Working Group No. 3 - said that after implementing the two-level local government model, there have been many changes in the organization of the government apparatus in general and the trade union organization in particular when there are no more trade unions at the grassroots level. Therefore, the need to change the Trade Union Charter is inevitable and necessary to suit the change in the political system.
Contributing detailed comments to the draft Charter of the Vietnam Trade Union will contribute to helping the implementation of the tasks of the trade union organization in general and grassroots trade unions in particular to be good, convenient, closely following the reality and needs of union members and union officials.

Many opinions at the conference were in high agreement with the draft Charter of the Vietnam Trade Union. Some opinions suggested that it is necessary to clarify the role, position, and functions of ward, commune, and special-zone trade unions in the trade union system.
Some opinions suggested that union fee collection should be unified based on social insurance salary, not based on actual income of employees, because for businesses, salaries and income of employees are a secret, not allowed to be made public; it is necessary to quickly promote digital transformation in union member management to meet the needs in the new situation.
