
The workshop was implemented according to Instruction No. 17/HD-TLD dated November 21, 2025 of the Presidium of the Vietnam General Confederation of Labor on collecting public opinions on the draft Charter. The opinions focus on concretizing new regulations of the Party, State laws and adding necessary contents to the Charter.
Delegates agreed that the amendment must ensure the principles of organization and operation of the Vietnam Trade Union; in accordance with the context of the domestic workers' and trade union movements; and be consistent with international conventions and treaties to which Vietnam is a member.

The draft Charter submitted to the 14th Congress supplements and revises many inadequate contents. Some notable points include: adjusting the names of leading agencies of trade union organizations; adding Article 39 on inspection, auditing, and supervision of trade union finance and assets according to the Trade Union Law 2024; clarifying the functions of inspection committees at all levels; amending regulations related to executive committees and standing committees; unifying the working period in Article 15. giving comments on the conditions for establishing grassroots trade unions and organizational models; adding a separate section on specific trade unions, trade unions of public service units, specialized departments and units; proposing to adjust the union fee payment level to 0.5% and updating regulations on trade union funds under the new law.

Many opinions have commented on closely following reality, especially the organizational model and tasks of grassroots trade unions in the context of labor market transformation; representation and protection of workers; organization of dialogues; streamlining the apparatus; expanding decentralization; innovating methods of operation; financial inspection; enhancing the role of trade unions in the non-state sector.

Concluding the workshop, Mr. Nguyen Chi Cong - Vice President of Nghe An Labor Federation - emphasized that this amendment is comprehensive, meeting new requirements. He acknowledged the frank and responsible opinions and said that he would compile, research, and fully absorb them before sending them to the Vietnam General Confederation of Labor.
