Chairman of Hanoi People's Committee Nguyen Duc Trung has just signed and issued Official Letter No. 6166/UBND-TH on the implementation of Resolution No. 86/NQ-CP dated November 4, 2025 of the Government on implementing key tasks in the last months of 2025.
Accordingly, the City People's Committee requests that departments, branches, sectors and People's Committees of communes and wards effectively implement the resolutions and conclusions of the Central Committee, the Politburo, the Secretariat, the General Secretary, the National Assembly, the Government and the direction of the Prime Minister to complete key tasks from now until the end of 2025; successfully implement the socio-economic development plan for 2025, strive to achieve the highest goals of the 5-year socio-economic development plan (2021-2025).
In particular, assessing the impact of natural disasters and floods to review growth scenarios, having effective solutions to ensure the city's growth target of 8% or more in 2025 and double-digit growth in 2026; strengthening discipline and order in budget collection, striving to increase at least 25% compared to the estimate; disbursing 100% of public investment capital plans.
In addition, units focus on completing key goals and tasks in 2025 according to Resolution No. 57-NQ/TU of the Politburo and Resolution No. 71/NQ-CP of the Government; accelerating the effective exploitation of national databases, building shared platforms; improving the quality and rate of use of online public services throughout the process.
Departments, branches, sectors and People's Committees of communes and wards monitor the situation, forecast, provide timely, complete and accurate information on the developments and impacts of natural disasters, storms, rains, floods, landslide risks... so that competent authorities and people know, proactively deploy timely and effective response, ensure the safety of people's lives and limit property damage.
Regarding the operation of two-level local government and administrative procedure reform, the City People's Committee requires adequate allocation of human resources, facilities, and equipment for communes and wards, and increased mobilization of city-level cadres to support the commune level, especially for new administrative tasks and procedures that are decentralized, have authority and have a large number of records, such as: Land, household registration, construction, finance, investment, etc.
Units continue to cut and simplify administrative procedures; complete in 2025 the restructuring of online public service processes at the city and commune levels on the National Public Service Portal.
In particular, units urge and speed up project procedures to ensure conditions for starting large-scale and meaningful projects and works on December 19, 2025, welcoming the 14th National Congress of the Party.
The City People's Committee assigned the Department of Construction to urgently advise the City People's Committee to report to the Prime Minister on the content of researching support policies to implement the conversion of green means of transport, especially implementing under its authority the ban on motorbikes and mopeds using fossil fuels (gasoline vehicles) to circulate in the Ring Road 1 area in the near future.
The City People's Committee also requires units to prepare well the conditions to serve people to celebrate the Lunar New Year 2026, fully implementing policies for people with meritorious services, other policy beneficiaries and people in areas affected by natural disasters, remote areas, etc.; ensuring salaries and Tet bonuses for workers.
In addition, units have stepped up the implementation of the campaign "Vietnamese people prioritize using Vietnamese goods", domestic consumption stimulus programs, bringing Vietnamese goods to rural areas, mountainous areas... especially during the New Year and Lunar New Year 2026.
