On March 13, Mr. Bui Hong Nhat - Head of the Department of Tax - Book Management, Social Insurance Card of Ha Tinh province - said that currently the total amount of late payment of social insurance, health insurance, unemployment insurance (interest-bearing birth) in Ha Tinh province is more than 119 billion VND with about 500 units and enterprises late payment. This amount of late payment is reduced compared to some previous times.
According to Mr. Nhat, in the past, Ha Tinh Social Insurance has implemented many synchronous solutions to recover late social insurance, health insurance, and unemployment insurance contributions. Regularly advise and report the results of implementing social insurance and health insurance policies to the Provincial Party Committee, Provincial People's Council, and Provincial People's Committee, taking advantage of the attention of leadership and direction to promptly implement.
The provincial Social Insurance issued many management documents, guiding the implementation of tasks on collection management in the whole province. Direct district-level social insurance to proactively advise local authorities, coordinate with local authorities to implement solutions to promote management of subjects, recovery of late payment and outstanding debts.
Direct professional staff to proactively monitor employers to promptly grasp the situation, actively urge late payment collection, review, and exploit the development of social insurance participants through data provided by tax authorities.
Coordinate with the inspection and examination department to conduct specialized inspections at employers who are late in paying and have records to collect more than 6 months.
Every month, publicly post a list of units that are late in paying or have outstanding social insurance, health insurance, and unemployment insurance on some mass media and the electronic information portal of Ha Tinh Social Insurance.
Public list of late payment brings good results
Mr. Bui Hong Nhat - Head of the Department of Tax - Book Management, Social Insurance cards of Ha Tinh province - said that among the solutions to recover late payment and unpaid social insurance, health insurance, and unemployment insurance, the public disclosure of the list of 30 units and enterprises with late monthly payments in newspapers, radio stations and the electronic information portal of Ha Tinh Social Insurance has brought quite good results.
Some businesses, after being publicly posted for late payment and outstanding debts, are afraid of affecting the honor, reputation, production and business activities of their units, so they have taken the opportunity to proactively pay a certain amount of their late payment. If most of the payments are made, the list of late payments will not be made public next month. After a period of implementation, I have found this solution to bring positive results" - Mr. Nhat shared.
According to Mr. Nhat, most of the businesses that are late in paying, have outstanding social insurance, health insurance, and unemployment insurance in Ha Tinh and are currently having difficulties, not necessarily deliberately delaying or evasion of payment. Therefore, many businesses that have paid the old late payment amount are late in paying the late payment of the new month, so they are in a state of fatigue and "losing steam" in complying with the provisions of the law on paying social insurance, health insurance, and unemployment insurance to employees.
The Head of the Department of Tax - Book Management, Social Insurance Card of Ha Tinh province informed that in the coming time, the Social Insurance agency will continue to advise and synchronously implement many solutions to increase the effectiveness of recovering late payment and outstanding social insurance, health insurance, and unemployment insurance debts. In particular, focus on maintaining the public disclosure of the list of units with late payment and outstanding debts on mass media and on the electronic information portal of the Ha Tinh Social Insurance agency.
