Dong Nai is not eligible to open an aviation industry code
According to the People's Committee of Dong Nai province, the operation of Long Thanh International Airport (abbreviated as Long Thanh airport) is expected to be operational in 2026, an important historical milestone for the economy of Dong Nai province.
By the end of 2024, the population of Dong Nai province will be over 3 million people; the working age of 15 and over will be about 1.75 million people, facilitating the development of human resources to meet the needs of human resource training in the province.
Currently, in Dong Nai province, there is 1 college, 5 secondary schools and 5 universities, with the scale and capacity to train from 20,000 to 25,000 people each year. However, the rate of trained workers with certificates in Dong Nai province is still low (in 2023 it will only reach 22.82%).
Therefore, about 77.18% of human resources in Dong Nai province in general and human resources subject to land acquisition as well as human resources in localities in Dong Nai province, around Long Thanh airport, need to be trained or order training to have the opportunity to participate in the aviation-specialized labor market and meet the requirements according to regulations of the aviation industry.
However, currently, universities, colleges and intermediate schools in the province do not meet the requirements to open vocational training codes for aviation-related industries according to the regulations of the Civil Aviation Authority of Vietnam.
This is one of the difficulties and challenges for the training of human resources in Dong Nai province to serve inside and outside Long Thanh airport to come into operation in 2026, especially prioritizing vocational training and solving employment for people whose land belongs to the Long Thanh airport project.
In Dong Nai province, 2 colleges have proactively signed cooperation agreements with training institutions and aviation-related enterprises, namely Lilama 2 International College of Technology and Dong Nai High School of Technology.
Prioritizing people whose land is recovered in the Long Thanh airport project
In early February 2025, Mr. Nguyen Son Hung - Vice Chairman of Dong Nai Provincial People's Committee signed a decision approving the Project "Training and developing on-site human resources to serve Long Thanh International Airport in the period of 2024-2026, with a vision to 2030" in Dong Nai province with the goal of creating conditions for students and workers in Dong Nai province, especially people whose land is recovered, to meet the highest requirements for human resources to serve when Long Thanh airport is put into operation.
According to the project, Dong Nai aims to organize training and support job search at Long Thanh airport (inside and outside the airport) for permanent workers in the province by 2030, with a total of about 4,800 people. In the 2024-2026 period, the policy of integrating training for 1,600 people will be implemented and in the 2027-2030 period, the training will be organized and training will be arranged for 3,200 people.
The implementation process will connect labor supply and demand, coordination between training units, recruiting enterprises and aviation units inside and outside Long Thanh airport. At the same time, prioritize local labor recruitment, ensuring compliance with aviation industry standards.
Regarding subjects, the training and job support project at Long Thanh airport is for workers and students who have graduated from junior high school and high school, meet health and qualifications requirements (University, college, intermediate level), are permanent or temporarily residing legally in Dong Nai. Prioritize vocational training for local workers, meritorious people, poor households, near-poor ethnic minorities, demobilized soldiers and households whose land is recovered.
According to the project, the field of training human resources to serve Long Thanh airport includes 5 areas including: aviation; flight management; aviation transport; provision of aviation and airport services. Other areas are also included in the project, including training human resources for service outside Long Thanh airport such as logistics services; restaurant services; hotel services; commercial services, finance, banking; tourism; goods circulation... The total cost of the project is more than 121 billion VND, of which the student loan fund for the 2024-2030 period is 72 billion VND.
The Civil Aviation Authority of Vietnam has also forecasted the demand for human resources and labor to serve the construction and exploitation of Long Thanh airport in phase 1 for the locality to a total labor demand of 13,769 workers in 5 areas.
