Hung Yen implements the arrangement of public service units and state-owned enterprises

Hung Yen - The Provincial People's Committee has just requested departments, branches and local authorities to implement a plan to reorganize public service units and state-owned enterprises.

According to the direction, the Departments: Health; Education and Training; Culture, Sports and Tourism; Science and Technology; Agriculture and Environment; Home Affairs must submit to the Provincial People's Committee for decision on the establishment, merger, consolidation and regulations on the functions, tasks, and organizational structure of public service units according to the approved plan.

The completion date is before November 21, 2025. Departments also continue to review and advise on the internal organization and develop a roadmap to transfer public service units to financial autonomy, due at the end of the fourth quarter of 2030.

For the health sector, the Department of Health is assigned to guide the establishment of Commune and Ward Health Stations under the Commune People's Committee on the basis of existing stations, completing the apparatus before November 18, 2025. The Department also presides over the study of the project to develop the Provincial General Hospital to reach the specialized level, and at the same time proposes to establish a Geriatric Hospital or Geriatric Department in the provincial health network for the period 2026-2030, reporting to the Provincial People's Committee in November 2025.

The Department of Agriculture and Environment is assigned to review and develop a plan to arrange personnel for agricultural promotion tasks to the People's Committees at the commune level in the total payroll of public service units under the department, ensuring sufficient forces to carry out agricultural and environmental promotion tasks. The completion date is before November 19, 2025.

Departments, branches and sectors are responsible for submitting to the Provincial People's Committee to issue or amend the list of public service services and public service service prices using the state budget according to decentralization, to be completed in December 2025. In case there is no economic - technical norms, units must submit to the Provincial People's Committee for promulgation according to their authority.

Colleges and universities under the Provincial People's Committee must develop a project to establish and merge according to the approved plan and submit it to the Department of Home Affairs for appraisal before November 2025.

The People's Committees of communes and wards must establish a General Service Center and a Commune and Ward Health Station before November 21, 2025. In particular, the People's Committee of Tran Hung Dao Ward must dissolve the Urban Order Management Team and arrange personnel to the General Service Center.

For enterprises with state capital, the province requires the implementation of the arrangement plan when the plan is approved by the Prime Minister.

The Provincial People's Committee requests all units to urgently implement on schedule; in case of arising difficulties and problems, they must report to the Department of Home Affairs for synthesis and submission to the Provincial People's Committee for consideration and direction.
