Ensuring that trade union activities are maintained
After implementing the arrangement of administrative units according to the National Assembly's resolution, many localities have been urgently reorganizing the trade union apparatus at all levels in a streamlined and efficient manner. In Hung Yen province, the Provincial Federation of Labor (PFF) has proactively improved the organization, assigned clear tasks, ensuring that union activities are maintained smoothly, without affecting the legitimate rights and interests of union members and workers.
After the merger of Hung Yen and Thai Binh provinces, the total number of grassroots trade unions under the Hung Yen Provincial Federation of Labor is 1,457 units, merged from 939 grassroots trade unions of the old Hung Yen province and 518 grassroots trade unions of Thai Binh province. The total number of union members is currently 302,127, including 155,108 union members from Hung Yen and 147,019 union members from Thai Binh.
Ms. Pham Thi Thang - Vice President of the Hung Yen Provincial Federation of Labor - said: "Immediately after receiving instructions from the Vietnam General Confederation of Labor and the direction of the Provincial Party Committee and the Provincial People's Committee, the Provincial Federation of Labor conducted a review and arrangement of the Trade Union apparatus in the newly merged localities. We clearly identify the requirement of both stably organizing and quickly, while ensuring the maintenance of the functions of caring for, representing and protecting the rights of workers.
Currently, the Provincial Federation of Labor has directed district-level (old) unions to hand over facilities, finances, and union membership records according to the correct process, and at the same time establish new-level unions corresponding to administrative units after the merger. During the transition period, the coordination in handling cases related to labor relations and workers' policy benefits will still be implemented synchronously, without gaps or delays.
The Vice Chairman of the Hung Yen Provincial Federation of Labor added that the Provincial Federation of Labor has issued temporary instructions on organizing the apparatus and assigning tasks to trade union officials in the new units.
We prioritize maintaining a stable team, promoting the experience of grassroots union officials, and flexibly adjusting personnel to suit the requirements of tasks in areas with changes in administrative boundaries. The arrangement must not only be more compact, but also be stronger and more professional to meet the new situation" - Ms. Thang emphasized.
Maintaining the trust of union members and workers
Propaganda work to union members and workers has also been focused on. Trade unions at all levels increase contact, dialogue, and clarification of the new organizational model, creating consensus and stabilizing ideology among union members. In addition, care programs such as gift giving, support for difficulties, coordination in monitoring the implementation of social insurance, health insurance, collective labor agreements, etc. are still being implemented regularly.
The Hung Yen Provincial Federation of Labor also coordinated with relevant agencies to closely monitor the situation of labor, employment, and wages during the process of merging organizations and units. Pay special attention to enterprises in industrial parks, where there are many workers and there is a lot of potential fluctuations.
Stabilizing the organizational apparatus is to better serve union members, not just to change administratively. With a spirit of urgency and responsibility, we are committed to not letting any union member's rights be affected by the reorganization of the Trade Union organization system" - Vice Chairman of the Provincial Federation of Labor affirmed.
In the context of transforming the local government organization model after the merger, the proactiveness, flexibility and synchronization of the Trade Union organization will contribute significantly to stabilizing labor relations, maintaining the trust of union members and workers, and accompanying the development of Hung Yen province.
