The legitimate concerns of workers
In the last days of the year, many teachers and contract employees at public schools in Khanh Hoa have raised concerns related to the disbursement of bonuses according to Decree 73 of the Government - an amount that many people are still familiar with calling "Tet bonus" or "13th month salary", because the disbursement time before December 31, 2025, coincides with the period near the Lunar New Year 2026.
Sending petitions to Lao Dong Newspaper, many teachers and contract employees working at public schools in the Nha Trang area said that they signed labor contracts, indefinite-term employment contracts, were ranked according to State regulations and annually completed their tasks well.
However, by the end of the year, many people are still not clear whether they are eligible for bonuses according to Decree 73, leading to anxiety and waiting for specific guidance from functional agencies.
A contract employee working in the North Nha Trang area shared that many workers were recruited and signed indefinite-term labor contracts for more than 2 years at public non-business units in the North and West Nha Trang areas. These cases are currently implementing contract regimes according to Decree 111 and are ranked according to Decree 204.
When Khanh Hoa Provincial People's Committee issued regulations on implementing bonuses according to Decree 73, many people were very concerned about whether they were eligible to receive them or not?
Another contract employee in the Tay Nha Trang area said that teachers and contract workers hope that functional agencies will soon have specific and unified guidance on the source of expenditure, to remove obstacles and ensure legitimate rights for workers according to Decree 111, in the spirit of Decree 73.
Listen and provide timely guidance to remove obstacles
Faced with the above concerns, Chairman of Khanh Hoa Provincial People's Committee Tran Phong directed relevant agencies to inspect, review and soon resolve according to regulations.
Talking to Lao Dong Newspaper, Mr. Vo Chi Vuong - Director of the Department of Home Affairs of Khanh Hoa province - confirmed that so far the department has had specific and correct guidance for subjects to organize and implement commendation according to Decree 73.
According to the guidance of the Department of Home Affairs, unexpected rewards based on work achievements and annual periodic rewards are based on the results of evaluation and classification of the level of work completion of each salaried person in the agency or unit, according to the Bonus Regulations of the agency or unit.
Accordingly, implementing the annual periodic bonus regime for subjects on the salary payroll of agencies and units (including the responsibility for paying periodic bonuses). This regulation does not apply to people who have retired, retired early, quit their jobs and cases where they have transferred to other agencies and units.
In parallel with the guidance of the Department of Home Affairs, the Department of Finance of Khanh Hoa province has issued documents detailing the implementation of Decree 73 for teachers and contract staff at public non-business units.
According to the Department of Finance, people doing jobs under the labor contract regime specified in Decree No. 111 or having agreements in the labor contract applying salary ranking according to the subjects applying the bonus regime, are all subject to consideration for payment according to Decree 73.
Heads of agencies, units, and localities use from the assigned state budget estimates (including the annual bonus fund of agencies and units according to internal spending regulations) to pay to the above-mentioned subjects, in accordance with the provisions of Decree No. 73.
Immediately after Lao Dong Newspaper reflected and state management agencies of Khanh Hoa province issued specific instructions, many schools in the area urgently deployed and completed the disbursement of bonuses to teachers and contract workers.
Ms. D - an employee working at a primary school in Bac Nha Trang ward - said that in this area, 5 contract employees have been paid bonuses according to Decree 73.
In the context that localities are simultaneously implementing bonus payments according to Decree 73, Khanh Hoa's proactive review, guidance and timely payment organization not only contributes to stabilizing the psychology of teachers and contract employees, but also shows the government's concern and sharing with workers during the 2026 Lunar New Year.
