Khanh Hoa Provincial People's Committee is seeking comments on the proposal to develop a Resolution of the Provincial People's Council regulating the level of additional support for contributions to voluntary social insurance participants in Khanh Hoa province, period 2026-2030.
According to statistics from the provincial Social Insurance agency, in 2024, the social insurance participation rate in Khanh Hoa will reach 41.86%. Of which, 193,661 people participated in compulsory social insurance, accounting for 37.60% of the workforce of working age and 21,939 people participated in voluntary social insurance, accounting for 4.26% of the workforce of working age (average the whole country reached over 42.71%).
Currently, the state's support policy for employees participating in voluntary social insurance is implemented according to the provisions of Decree No. 134/2015/ND-CP for poor household employees at 30% (99,000 VND/month), near-poor household employees at 25% (82,500 VND/month), and employees at other subjects at 10% (33,000 VND/month).
In July 2024, the Khanh Hoa Provincial People's Council issued Resolution No. 05/2024/NQ-HDND stipulating the level of additional payment support for voluntary social insurance participants in Khanh Hoa province for the period 2024-2025.
However, the current support level has not yet attracted a large number of workers to participate in voluntary social insurance, and it is difficult to achieve the set target that by 2025, the whole province will have over 55% of people after retirement age receiving pensions, monthly social insurance and social pension benefits.
Khanh Hoa still has 299,389 employees of united age who have not participated in social insurance. Of which, about 160,000 farmers and informal workers have not participated in social insurance.
According to the draft, the resolution stipulating the level of additional payment support for voluntary social insurance participants in Khanh Hoa province for the 2026 - 2030 period is proposed, in addition to the support level prescribed in Article 14 of Decree No. 134/2015/ND-CP dated December 29, 2015, voluntary social insurance participants in Khanh Hoa will be supported with an additional 30% of the payment level for poor households, 25% for near-poor households, 10% for other subjects.
The total estimated support budget for employees participating in voluntary social insurance in Khanh Hoa province in the period of 2026-2030 is more than 131 billion VND. Of which, the amount of support according to the Resolution of the Provincial People's Council as proposed above is more than 65.5 billion VND.
