In March 2025, the Provincial Party Committee and the People's Committee of Khanh Hoa province are developing a project on job positions and a set of tools to measure and evaluate work outcomes and efficiency (KPI) for cadres, civil servants and public employees.
KPI is an objective, transparent measure of work efficiency, in fact, through work scoring, work quantity, quality assessment and computer performance measurement.
Through KPI, determining the level of necessity according to the nature of the work from simple to complex. KPI is also an important basis for evaluating and classifying individuals and groups annually and using KPI in salary arrangement for cadres, civil servants and public employees; as a basis for training and coaching cadres, civil servants and public employees to meet the requirements of work tasks; as a basis for planning and rotating cadres.
Mr. Nghiem Xuan Thanh - Secretary of Khanh Hoa Provincial Party Committee - assessed that when he was previously Secretary of Hau Giang Provincial Party Committee, he researched and implemented the method of assessing cadres' capacity through the KPI system.
When applied, the system has achieved many results in assessing the capacity of each cadre.
The implementation of KPI will motivate each individual to have a self-conscious spirit in performing work, contributing to improving productivity and work quality. At the same time, strengthen discipline and order in agencies and units; contribute to the good implementation of administrative reform; promote progress, increase work completion efficiency...
Mr. Nghiem Xuan Thanh shared that when applying the KPI system, each cadre will be evaluated in detail, how many hours of work a day, how many jobs, and work results.
In addition, cadres in an agency or department will know exactly how each cadre works, how many hours a day.
According to the report of the KPI Working Group on the progress of KPI software implementation, 100% of pilot agencies and units in the first phase deployed the use of system functions according to plan.
In fact, through the first pilot phase, the locality recorded that very few cadres worked 8 hours/day. Some cadres work from 8-9am/day, but some cadres do not work enough time/day.
After the pilot period, it is expected that on April 1, Khanh Hoa province will simultaneously deploy the assessment of cadres through the KPI system.
Khanh Hoa also agreed to limit the number of jobs on KPI software for each agency and unit to no more than 50 jobs.
Mr. Nghiem Xuan Thanh believes that this system will solve many major problems in implementing specific tasks of Khanh Hoa province.
At the same time, it is recommended that agencies and units develop standard hours for work, moving towards developing standard hours for agencies and units in the whole province.
