Circular 15/2025/TT-BNV dated August 4, 2025 stipulates measures to organize and guide the Law on Emulation and Commendation and Decree 152/2025/ND-CP regulating decentralization and delegation of authority in the field of emulation and commendation; guiding the Law on Emulation and Commendation issued by the Minister of Home Affairs.
Clause 5, Article 2 of the Circular stipulates:
5. The evaluation of the title of "Advanced Worker" and "Advanced Soldier" in some specific cases is carried out as follows:
a) Individuals participating in combat, serving in combat or having acts of courage to save people and property of the State or the People leading to injuries that require treatment or treatment according to the conclusion of a hospital or a regional medical center or higher, the treatment and nursing period will be counted for consideration of the title of "Advanced Worker" and "Advanced Soldier";
b) Individuals who are sent to participate in short-term training and development for less than 1 year and comply with the regulations of training and development institutions shall have their study time included in their working time at agencies, organizations and units and are easily considered for the title of "Advanced Worker" and "Advanced Soldier".
In case an individual is sent to participate in training and development for 1 year or more, the time participating in training and development will be counted as the time to evaluate the title of "Advanced Worker" and "Advanced Soldier". In addition to the general standards and conditions, during the time participating in training and fostering, individuals must comply with the regulations of the training institution, complete their learning tasks, and achieve academic results from good or better (for training and fostering courses with average good classification...).
c) For individuals who transfer or are transferred or seconded to another agency, organization or unit for a certain period of time, the consideration of the title of "Advanced Worker" or "Advanced Soldier" shall be recognized by the competent agency, organization or unit for the level of task completion (for individuals who are cadres, civil servants, public employees) or the new agency, organization or unit (for individuals who are not cadres, civil servants, or public employees). In case of working at the old agency for 6 months or more, there must be comments from the old agency;
d) Not considered for awarding the title of "Advanced Worker" or "Advanced Soldier" to individuals newly recruited for less than 6 months.
