On October 31, in Ben Tre, the Vietnam General Confederation of Labor (VGCL) held a workshop on "Evaluating the results of implementing the policy of supporting kindergartens for children of workers according to the provisions of Decree 105/2020/ND-CP and Decree 145/2020-ND-CP, proposing policies".
At the workshop, Ms. Tran Thi Hong Thao - Chairwoman of the Trang Bom District Labor Federation (Dong Nai Province) - said that workers working in enterprises in industrial parks or industrial clusters are all workers. However, children of workers working in industrial parks are supported by policies, while children of workers working in industrial clusters are not.
Ms. Thao proposed that the Vietnam General Confederation of Labor recommend that the Government expand the policy beneficiaries of preschool education policies in the direction that preschool teachers working in private preschools and children of workers in industrial clusters or industrial parks are all entitled to support policies.
Sharing the same opinion with Ms. Thao, Ms. Lu Thi Kim Thuy - Vice President of the An Giang Provincial Federation of Labor - said that An Giang province currently has 2 industrial parks (Binh Hoa, Binh Long), 2 industrial clusters (My Quy, Phu Hoa) with a scale of 8 kindergartens (6 public schools; 2 private schools) and 26 independent nursery groups and kindergarten classes.
Near My Quy Industrial Park (Long Xuyen City, An Giang Province), there is Hoa Cuc Kindergarten with 12 classrooms, educating more than 300 children of nursery and kindergarten age. Currently, this school organizes 6 kindergarten classes from 3 to 5 years old, with 200 children, of which 120 are children of workers, accounting for more than 60%.
However, according to Decree No. 105/2020/ND-CP dated September 8, 2020 of the Government regulating the policy of developing preschool education, children of workers studying at kindergartens in industrial clusters are not entitled to support, but only children of workers working in industrial parks are supported. Preschool teachers working at private preschools in areas with industrial parks are supported for 9 months. Meanwhile, teachers have 4 months of summer vacation but still work, perform administrative work, prepare learning tools for teaching...
At the workshop, Ms. Lu Thi Kim Thuy also proposed that the Vietnam General Confederation of Labor recommend that the Government expand the beneficiaries of the support policy to include preschool teachers working at private and non-public preschools in areas with industrial clusters and children of employees working at industrial clusters. In addition, the support period for preschool teachers at private and non-public preschools will be extended to 12 months.
In her concluding remarks at the conference, Ms. Do Hong Van - Head of the Women's Union of the Vietnam General Confederation of Labor - acknowledged the contributions and recommendations of the delegates at the conference. At the same time, Ms. Hong Van said that she will fully synthesize and submit to the Presidium of the Vietnam General Confederation of Labor to make recommendations to the Government to ensure the legitimate rights and interests of union members and workers.
