Behind the residential area of Team 4 in Truc Lam village (Gio Quang commune, Gio Linh district, Quang Tri province) is a field with an area of hundreds of hectares. When there is heavy rain for a long time, the field is flooded, but after the rain stops, the water recedes. Affected by the rain caused by storm Trami (storm No. 6) from October 26, this field was also flooded, but the water level rose very high and only after 3 days of stopping rain did the water recede completely.
Mr. Nguyen Dinh Duc (team 4, Truc Lam village) said that on the morning of November 4, there was heavy rain, and by 9:00 a.m. the same day, the water rose very quickly and flooded the entire road leading to the residential area. Because of the flood, it was impassable, so Mr. Duc had to let his child stay home from school.
“My family has lived here for a long time. Before, when it rained heavily, there was flooding, but it was only light flooding and the water receded after the rain stopped. But when the Dong Ha city eastern bypass project was built through Gio Quang commune, the road became a real water-blocking dike,” said Mr. Duc.
Mr. Nguyen Dinh Ha (team 4, Truc Lam village) said that for a long time when it rained, water overflowed into the fields. Now, a bypass road has been built across the fields, but the drainage system is small and sparse, so it cannot drain the rainwater in time, causing long-term flooding. Mr. Ha said that the current drainage system cannot meet the drainage needs when it rains heavily, because the road construction has not been completed, and some sections have not been built yet, so water can overflow. If the road is built higher, the fields will be deeply flooded, which means the residential area where he lives will have to live with flooding.
Faced with the flooding affecting residential areas, the People's Committee of Gio Linh district has made a recommendation to the project investor, the Department of Transport of Quang Tri province, hoping that the investor will consider and have a plan to drain water when there is heavy rain so as not to affect the daily life and agricultural production of the people.
Hope the authorities listen and handle the petition
Also suffering from flooding after a road construction project, people in Cam Hieu commune (Cam Lo district, Quang Tri province) have made many petitions to authorities.
Mr. Hoang Kim Thiec's family has settled in Vinh An village (Cam Hieu commune) for a long time. He said that this place is high and has never been flooded. But in recent months, when the Van Ninh - Cam Lo highway was under construction, the contractor poured many layers of soil and rocks, making the road surface high, so every time it rained, Mr. Thiec's family was flooded.
From the beginning of construction, Mr. Thiec and other households noticed the problem because the entire 300m long highway section was only equipped with one drainage culvert over 1m wide. Although there were complaints, they were not handled, so in the recent heavy rains, not only Mr. Thiec's house but also 30 households in Cam Hieu commune were flooded.
Mr. Tran Thanh Hoai - Vice Chairman of Cam Hieu Commune People's Committee - said that before implementing the highway construction, there was a consultation with the community, but during the construction process, the arrangement of drainage culverts was not suitable.
Also in Cam Lo district, the 3,314m-long DT.585C road will be handed over and put into use in 2022. Since then, people in Lam Lang village (Cam Thuy commune) have made many petitions about the road being a "water-blocking dike" causing serious flooding.
In response to the recommendations, the People's Committee of Quang Tri province has directed the provincial Department of Transport to coordinate with relevant units to inspect and propose solutions, but until now, flooding still occurs during heavy rains, the cause of which is that the roads have few drainage culverts.
