Conference “Obtaining Opinions to Perfect the Regulations, Guidelines on Organizational Work, Personnel in 2024” organized by General Confederation of Labour of Vietnam on August 8, in Ho Chi Minh City with the participation of nearly 100 chairmen, vice chairmen, and officials in charge of organizational work at provincial and municipal trade unions, the Vietnam Police Trade Union, and the Vietnam Medical Workers' Trade Union. Deputy General Secretary of the General Confederation of Labour of Vietnam Nguyen Van Hung chaired the conference.
In his opening speech, Deputy General Secretary of the General Confederation of Labour of Vietnam Nguyen Van Hung stated: In the Vietnamese trade union system, the grassroots trade union is considered the foundation, directly implementing the functions and tasks of the trade union organization. The Vietnam Trade Union has always attached importance to building, consolidating, and improving the quality of grassroots trade union activities as well as the grassroots trade union officials.
After more than 20 years of implementing Decision No. 395 and 1617 of the General Confederation of Labour of Vietnam on assigning trade union officials to work at grassroots trade unions of state-owned enterprises, public service units, and grassroots trade unions of private enterprises, it is still evident that there are many difficulties and obstacles. To date, there are only 118 trade union officials working at grassroots trade unions nationwide, many grassroots trade unions, despite meeting the conditions for assigning trade union officials, have not implemented the regulations as required.
In order to concretize the spirit of the Party's resolutions and the resolution of the 13th Congress of the Vietnam Trade Union and to resolve the difficulties in practice in assigning trade union officials to work at grassroots trade unions, the Standing Committee of the General Confederation of Labour of Vietnam has directed the development of regulations on assigning trade union officials to work at grassroots trade unions, guidelines for evaluating and classifying trade union organizations, trade union members, and a draft model of the principles, contents, and methods for implementing the working relationship between trade unions at the central level and equivalent trade unions, and trade unions of large corporations affiliated with the General Confederation of Labour of Vietnam with provincial and municipal trade unions in directing, guiding, supporting, and advising trade union activities in each province and city…
“Regarding the issue of evaluating and classifying trade union organizations, basically, we will inherit the existing regulations, only researching and consolidating the contents, rearranging the contents, methods, and ways of evaluation and classification in accordance with the new regulations. Specifically, regarding the issue of evaluating and classifying trade union members, there are still many different opinions. I request the delegates to concentrate their intelligence, and to make full use of their sense of responsibility to contribute their opinions to perfect the draft regulations and guidelines above,” Deputy General Secretary of the General Confederation of Labour of Vietnam Nguyen Van Hung emphasized.
The delegates have divided into groups to discuss and contribute their opinions directly to the draft regulations and guidelines mentioned above.
