Helping workers access public services
After merging An Hai Dong and An Hai Tay wards, An Hai Nam ward (Son Tra district, Da Nang city) has nearly 35,000 people, causing the demand for handling administrative procedures to increase. The problem for local authorities is how to provide the most effective support, especially for workers and laborers who are busy and have difficulty arranging time during office hours to go to check in.
Recognizing the difficulties of the people, the People's Committee of An Hai Nam Ward has implemented the model "Another 30 minutes of responsibility" since mid-March.
Accordingly, from 5:30 p.m. to 6:00 p.m. every Tuesday and Thursday, ward officials will work overtime to receive and handle administrative procedures related to the judicial field such as issuing marriage certificate, marriage registration, signature certification, and copy certification. This model has quickly received enthusiastic support from the people, especially workers and laborers.
Ms. Nguyen Thi Hong Anh, a worker living in An Hai Nam ward, shared: Through introduction and from social networks, my boyfriend and I learned about this 30 minutes of responsibility model. Thanks to this model, we do not have to take a leave of absence to complete the marriage registration procedures. When arriving at the ward committee in the evening, the staff were still working and enthusiastically guiding. Within just 10 minutes, we completed the marriage registration procedure.
Not only Ms. Anh, many other people also expressed surprise and satisfaction when the ward staff supported to quickly and conveniently resolve the procedures even when it was dark.
The overtime work of ward officials has helped people save time and travel costs, while creating favorable conditions for people who are busy with work, especially workers and laborers, to access public services more easily.
An additional 30 minutes of responsibility
Ms. Tran Thi Nham - Vice Chairman of An Hai Nam Ward People's Committee - said: "The ward currently has more than 35,000 people, the need to handle administrative procedures is very large. Many people, especially workers and laborers working during office hours, cannot go out to process documents and records. Therefore, we have implemented the model of " them 30 minutes of responsibility, to provide maximum support to the people".
According to Ms. Nham, in reality, ward officials not only work for an extra 30 minutes but often stay longer, sometimes until nearly 7:00 p.m., to complete all procedures and return the results immediately to the people. Ms. Nham added: "Although it has just been put into operation, the ward has resolved more than 10 records for each overtime session".
Mr. Do Trong Hoa - Judicial officer of civil status - shared: "This model is aimed at young people, workers, and laborers working in factories and workshops who do not have time to do administrative procedures. Therefore, although it is a "Extra 30 minutes" model, we are usually still willing to work to the best of our ability to serve and return the results as soon as possible to the workers".
The representative of the People's Committee of An Hai Nam Ward affirmed: "Another 30 minutes of responsibility" is not simply the act of cadres working overtime, but also demonstrates a sense of responsibility and dedication to serving the people, putting the interests of the people first. The model has contributed to improving the quality of public services, creating satisfaction and trust for people - especially workers and laborers - while clearly demonstrating the effectiveness of administrative reform, towards a serving administration". This is a practical and meaningful model that needs to be replicated so that more and more people, especially workers and laborers - those who directly contribute to the development of the country - can benefit.
