The Ministry of Home Affairs will study and review the relevant contents in Conclusion No. 83 to propose and advise on amendments and supplements to reform salary policies.

The above information was announced by Mr. Dang Duc Thuan - Deputy Chief of Office of the Ministry of Home Affairs - at a regular press conference at the regular press conference in April 2025 of the Ministry of Home Affairs.

Accordingly, in the second quarter of 2025, the Ministry of Home Affairs will focus on receiving opinions from the Politburo and the Central Executive Committee at the 11th Central Conference to thoroughly and qualitatively complete the Submission and Project on the arrangement and reorganization of administrative units at all levels and build a model of organizing local government at 2 levels;

At the same time, urgently complete draft guiding documents to resolve arising issues when implementing the arrangement of administrative units at all levels to submit to the Central Executive Committee. Complete the submission to the National Assembly Standing Committee to issue a Resolution on the arrangement of administrative units.

Focus on completing 3 Law Documents to submit to the National Assembly for approval at the 9th Session of the 15th National Assembly, including: Law on Cadres and Civil Servants (amended); Law on Organization of Local Government (amended); Law on Employment (amended).

Research, propose and advise the Government to issue Decrees on decentralization of fields under the Ministry of Home Affairs. Focus on completing the submission to the Government for promulgation of 7 Decrees.

Focus on implementing the assessment of the work of organizing the apparatus at ministries, ministerial-level agencies, agencies under the Government and specialized agencies under the People's Committees at the provincial and district levels.

Notably, the Ministry of Home Affairs will study and review the related contents in Conclusion No. 83 to propose and advise competent authorities to amend and supplement Resolution No. 27 on reforming salary policies for cadres, civil servants, public employees, armed forces and workers in enterprises, Resolution No. 28 on reforming social insurance policies to ensure synchronization and unification of salary contents in the public and private sectors.

Focus on receiving opinions from local ministries and branches to complete and send to the Ministry of Justice for appraisal of the dossier of the Law on Cadres and Civil Servants (amended) to submit to the Government for consideration and approval to the National Assembly at the 9th session of the 15th National Assembly.

Focus on completing guidance on title standards, ranks and regimes and policies on salaries and allowances for cadres and civil servants in wards, communes and special zones when implementing administrative unit arrangement.
