In the first quarter of 2025, the whole country had 123,835 people with unemployment benefits (TCTN) decisions, 406,098 people were consulted, 31,894 people were introduced to jobs and 3,636 people were supported to learn a trade. Most of the workers who submit applications for TCTN are in the group without degrees or certificates, accounting for 59.2%. Notably, the rate of workers registering for vocational training after unemployment is still very low compared to the number of people who have decided to receive unemployment benefits.
According to Mr. Le Quang Trung - former Deputy Director in charge of the Department of Employment, job counseling needs to be changed to attract unemployed workers to enjoy the TCTN policy to participate in vocational training.
Yocusing consulting and introduction activities are the core activities of employment services (DVVL), job consulting and introduction plays an important role in connecting employees and employers (NSDLD), the labor market, helping employees find suitable jobs and helping businesses recruit effectively, said Mr. Trung.
According to Mr. Trung, the work of job consulting and introduction still has some shortcomings, it is necessary to regularly innovate and diversify activities; apply information technology, digital technology; do a good job of labor market information (TTLD) and need the cooperation of employees, employers; train and improve the capacity and skills of employees and infrastructure.
Mr. Trung assessed that the unemployment insurance policy that the Law on Employment has just passed has many new points: Expanding the participants (employees from 1 month; cases where the two sides have agreed on a different name but the content showing the job has payment, salary and management, operation, supervision of one party; Applicable to part-time workers, with a monthly salary equal to or higher than the salary as the basis for compulsory social insurance contributions; enterprise management, inspectors, representatives of the enterprise's capital as prescribed by law; members of the Board of Directors, general directors, directors, members of the Control Board or inspectors and other management positions elected by cooperatives and cooperative unions with salaries).
Regarding the "Supporting training, improving vocational skills" regime: Expanding benefits for workers to not only receive support for vocational training and skills but also receive support for food allowances for workers during the training period, improving vocational skills to help unemployed people reduce difficulties when participating in vocational training. From there, it will contribute to increasing the rate of trained workers and increasing opportunities to find new, more suitable and better jobs.
Amend the conditions to support employers in training, fostering, improving qualifications and vocational skills to maintain jobs for employees participating in unemployment insurance in the direction of making it easier for employers to access.
These efforts will help increase the number of employers supported, contributing to maintaining and developing jobs for workers, limiting unemployment, said Mr. Trung.
According to the report summarizing the implementation of the Law on Employment and assessing the current situation of related social relations of the Ministry of Home Affairs, from 2015 to March 2024, the total number of people applying for TCTN nationwide is 7,605,726 people, 14 times higher than in 2015 (527,576 people); 7,439,091 people have decided to receive TCTN.
As of the end of March 2024, the whole country had 261,676 people receiving vocational training support. The number of people receiving vocational training support has tended to decrease in recent years.
