According to Clause 3, Article 4 of Circular 29/2020/TT-BQP of the Ministry of National Defense, the working relationship of the Commander of the Commune-level Military Command is regulated as follows:
"Article 4. Responsibilities, tasks and working relationships of commanders
3. Work relationships
a) Relationship with the commander of the district-level military command is a relationship that is subjective to the direction and command of local defense and military work;
b) Relations with commune-level Party Committees and commune-level military Party cells are relations that accompany the leadership and direction of national defense and military work at the commune level;
c) Relationship with the Chairman of the People's Committee at the commune level is a relationship that is subjective to the direction, management and operation of national defense and military work at the commune level;
d) Relations with political prisoners of the commune-level military command are a work-coordinated relationship;
dd) Relationship with deputy commanders and deputy political officers of commune-level military commands is a relationship between superiors and subordinates;
e) Relations with police chiefs and heads of departments, branches and unions at the commune level are coordinated relationships and working agreements. In a state of national defense emergency and war situation, the commander of the commune-level military command unit commands the commune-level armed forces to perform combat readiness, fight, and serve combat in the area according to the provisions of law;
g) Relations with heads of agencies, organizations, and units or operating at the commune level are coordinated and cooperated relationships related to national defense and military work;
h) Relations with the commander of the militia unit under his/her management are relations between superiors and subordinates. Relationship with the commander of the Militia and Self-Defense Unit that is not under his management is a relationship of coordination."
