Accordingly, the income used as the basis for voluntary social insurance contributions is selected by participants with the lowest level equal to the standard rate for poor households in rural areas of 1.5 million VND, the highest level is 20 times the reference level (2.34 million VND) of 46.8 million VND.
Ho Chi Minh City Social Insurance also said that the level of support for voluntary social insurance contributions is calculated as a percentage of the monthly social insurance contribution according to the poverty line of rural areas for a maximum period of 10 years (120 months). Specific support levels are as follows:
For people from poor households; people living in island communes and special zones according to the Government and the Prime Minister, the support rate is 50%, the State budget supports voluntary social insurance contributions of 165,000 VND/month.
For people in near-poor households, the support rate is 40%, the State budget supports voluntary social insurance contributions of 132,000 VND/month.
For ethnic minorities, the support rate is 30%, the State budget supports voluntary social insurance contributions of VND 99,000/month.
For other participants, the support rate is 20%, the State budget supports voluntary social insurance contributions of 66,000 VND/month.
People participating in voluntary social insurance who are supported at many different levels will receive the highest level of support.
In case the health insurance and voluntary social insurance participants have paid for 3 months or 6 months or 12 months at a time or paid once for many years later, and during that time there are changes in the beneficiaries or changes in the poverty line of rural areas, the health insurance payment level, and the reference level, the difference in the amount paid will not be adjusted.
Participants and the State Budget do not have to pay additional fees or will not receive refunds due to adjustments for the remaining period of time that participants have paid health insurance.
